Location: The primary place of performance will be the Department of Homeland Security at DHS S&T Headquarters, Saint Elizabeth’s Campus, Washington, DC. Telework allowed within the Washington National Capital Region with COR approval.

Annual Salary Range: $55 to $85 per hour

INTECON, LLC is seeking a highly skilled Program Manager. The ideal candidate will be responsible for managing contract performance, ensuring compliance with contract requirements and project objectives, overseeing financial support services, and acting as the primary point of contact for all contract-related matters.
Roles and Responsibilities:
The Program Manager will:
- Provide on-site and off-site contract management for contractor staff.
- Act as the single point of contact (SPOC) for all technical and administrative matters related to the contract.
- Develop and execute Transition-In and Transition-Out Plans.
- Manage and oversee the Contract Management Plan.
- Provide weekly and monthly progress reports to the Contracting Officer (CO) and Contracting Officer’s Representative (COR).
- Conduct post-award conferences within 14 days of award.
- Ensure all program objectives, timelines, and deliverables are met in accordance with the PWS requirements.
- Coordinate with subcontractors and internal teams to maintain quality and compliance.
- Identify risks, develop mitigation strategies, and report critical issues to DHS leadership.
Qualifications:
Education:
- Bachelor’s degree in Business Administration, Finance, Program Management, or a related field.
- Master’s degree in Business Administration, Finance, Program Management, or a related field.
Experience:
- 10+ years of experience in program management supporting financial management services contracts within a federal government environment.
- Experience with contract execution, risk management, and financial operations.
- Proven ability to manage subcontractors, oversee financial operations, and coordinate with government stakeholders.
Preferred certifications:
- Project Management Professional (PMP) or equivalent certification.
- Certified Government Financial Manager (CGFM) is a plus.
Proficiency in:
- Federal financial management systems (e.g., FFMS, WebView, STATS).
- Microsoft Office Suite (Excel, PowerPoint, Teams, SharePoint).
- Federal contracting regulations, including FAR and DFARS.
Specialized Training in:
- Federal financial regulations and reporting requirements.
- Risk management and compliance.
Security Clearance:
Must possess a Public Trust clearance.
