Job Description

Link Solutions is seeking a Program Manager (Senior Level) to join our team in Patuxent River, MD.

  • Must be a US Citizen
  • Secret Clearance required
  • Non-remote (relocation incentive available)

The Program Manager will serve as the primary point of contact for the Software Application Solutions and Support Services (SASSS) contract, providing leadership, strategic direction, and operational oversight. This individual will manage a large-scale, multi-functional team delivering IT, software development, and cybersecurity services, ensuring contract performance aligns with the objectives of the Naval Air Warfare Center Aircraft Division (NAWCAD). 

The Program Manager will play a critical role in maintaining communication with government stakeholders, ensuring that all deliverables meet or exceed expectations, and proactively managing risks to program success. This is a great opportunity that will allow you to work on innovative projects that offer advancement and growth while helping protect our national security.

Responsibilities:

  • Develop and execute a program management plan to meet contract objectives, emphasizing modernization, cloud adoption, and secure software development.
  • Direct the efforts of technical leads, engineers, analysts, and cybersecurity specialists to ensure cohesive delivery of all program components.
  • Serve as the liaison between the contractor team and government officials, ensuring clear communication of goals, risks, and milestones.
  • Track progress against performance metrics, providing regular updates to stakeholders and adjusting strategies as needed.
  • Ensure adherence to all applicable regulations, including DOD 8140 standards, cybersecurity frameworks, and contractual guidelines.
  • Identify potential risks to program success and implement proactive strategies to address them.
  • Oversee resource allocation, including staffing, budget control, and material costs, ensuring optimal utilization.
  • Drive process improvement initiatives to enhance efficiency, reduce costs, and deliver innovative solutions to the client.

Qualifications

  • US Citizen
  • Active DoD Secret Clearance
  • PMP (Project Management Professional) certification
  • Bachelor’s degree in Business Administration, IT, Engineering, or a related field is required.
  • Ten (10+) years of program management experience, with at least five (5+) years managing large-scale government IT or software contracts in a DoD environment.
  • Experience leading teams in DevSecOps, application modernization, and cybersecurity-focused programs.
  • Demonstrated success in managing contracts with 100+ staff.
  • Strong understanding of DOD and DON regulations, including cybersecurity requirements and compliance standards.
  • Proficiency in risk management and mitigation strategies.
  • Familiarity with cloud platforms (AWS, Azure) and modern software development methodologies.

Preferred:

  • Master’s degree or MBA .
  • ITIL or Agile certification.
  • IAT Level II Certification equivalent or higher per DoD 8570/DoD 8140 (CompTIA Security+ CE, CCNA Security, GICSP, GSEC, SSCP, etc.).
  • Experience with Knowledge Management or process creation. 
  • Experience working in a Department of Defense (DoD) environment.
  • Problem solver and troubleshooter who thrives in resolving complex problems.
  • Strong self-starter requiring minimal supervision.
  • Excellent communication skills (written and oral) and interpersonal skills.
  • Excellent organizational skills, attention to detail, and ability to prioritize and manage multiple tasks. 

Additional Information

This position is contingent upon the successful acquisition of the government contract and the completion of ongoing negotiations. We anticipate these processes will be completed within the next several weeks, at which time interviews and offers will be extended upon successful contract award.
