Job Description Summary

The Procurement & Supply Chain Manager role is supporting the Senior Procurement & Supply Chain Manager, responsible for the sourcing, negotiating, procurement and management of high-quality property and facilities management related goods, materials, and services.

Job Description

Key Responsibilities:

  • Assist the Senior Procurement & Supply Chain Manager with development and annual reviews of the Procurement Plan and Strategies in alignment with the Head Agreement and client policies.

  • Source, negotiate, procure, and manage services, materials and or goods tailored to each Entity.

  • Manage Transition-in and Transition-out activities for procured services.

  • Achieve an annual % reduction based on contractual targets in controllable operating expenses through process improvements, innovation and contract and purchasing volume aggregation.

  • Maintain comprehensive records including the Procurement Pipelines, communications, background data, RFx documents, submissions, evaluations, recommendation, award, and contracts’ database.

  • Build close relationships with internal client and external (other C&W teams and Central Procurement Team) stakeholders.

  • Cultivate and manage contractor relationships to ensure contractual requirements are delivered and adhered to. Conduct contractor performance meetings.

  • Lead engagement with Indigenous owned business and diverse suppliers.

  • Manage and develop team members effectively, actively supporting C&W DEI goals.

  • Adherence to C&W Global Policies including but not limited to: Code of Business Conduct, Vendor Supplier Integrity, Due Diligence, Anti-Bribery and Corruption, and Health and Safety.

Required Competencies:

  • Contractor Management: Proven ability to build and maintain strong relationships with contractors to ensure delivery of contractual obligations.

  • Procurement Expertise: Proficiency in sourcing, negotiating, procuring, and managing contracted services.

  • Analytical Skills: Strong analytical abilities to assess spend, market trends, benchmarks, and supplier markets to drive informed procurement strategies.

  • Cost Management: Skills in achieving cost reductions through process improvements, innovation, and contract aggregation.

  • Negotiating Skills: Demonstrated strong ability to negotiate prices, volumes, and commercial terms with suppliers.

Background and Experience

  • Procurement and Supply Chain Management: At least 3-5 years of experience in procurement, supply chain management, or a related field specific to building services (Hard & Soft) and preferably in a managerial or supervisory role. Demonstrated advanced knowledge of the Procurement Life Cycle. Previous experience in federal agencies would be advantageous.

  • Contractor Management: Proven experience in developing KPIs, SLAs, Scopes of Works, and monitoring contractor performance against contractual obligations.

  • Financial Acumen: Ability to interpret financial data, understanding financial consequences, evaluating financial performance, assessing financial results and proven cost reduction achievements.

  • Supplier Diversity: Experience in promoting and engaging diverse suppliers.

  • Systems and software:

    • Advanced eTendering platform (i.e. Tenderlink)

    • Intermediate MS Office excel, word, power point,

    • Knowledge of PowerBI/ Triana reporting, Sharepoint, Teams

    • Advantageous - Rapid Global, JDE, Converga

  • Leadership and People Management: Proven ability to lead, coach, manage and develop team members.

Preferred Requirements:

  • Australian Citizenship preferred.

  • Holds or must be willing to obtain a security clearance

  • Location: Canberra – preferred but open to applicants across state of Australia – Sydney, Melbourne, Brisbane, Perth
