A highly organized, detail-oriented, dependable, energetic, pro-active, customer (internal and external) focused individual for labor compliance/Payroll assistant in our fast-paced construction environment. Desire/willingness to accept broadening responsibilities. Proficient/accurate keyboarding and intermediate level-Word, Excel skills Prepare and submit all project specific labor compliance documentation per the contractual and legal requirements. Assist with weekly payroll data entry and processing.
Labor/Payroll Compliance:
- Initiate labor compliance communication with relevant contractor/owner as required.
- Submit fringe Benefits statements.
- Obtain and distribute certified payroll (CPR) to all appropriate parties weekly;
- Transfer to required forms (if necessary).
- Create Non-performance CPR’s as needed.
- Complete the CAC2 (Training Fund) form on the DAS/DIR website for each California project monthly and send training fund payment.
- Prepare all required labor compliance documents and submit per contractual and legal timeline (either daily, weekly, monthly) (i.e. DAS 140’s, 142’s, or LAUSD Craft EE request form, payroll affidavit, intent and affidavits etc.).
- Record and track essential compliance paperwork.
- Account creation and management for the various compliance tracking systems (i.e. LAUSD, DIR, LCP Tracker etc.).
- Enter payroll into various compliance tracking systems (i.e. LAUSD, DIR, LCP Tracker, Alliant for OCIP etc.).
- Petition for exemptions in state where we are required to hire local laborers.
- Prepare a weekly report with status of outstanding missing compliance paperwork and notify appropriate party.
- Prepare and assist with close-out documents upon completion of projects.
- Payroll Audits: Work with Tarkett Legal Department to compile & submit approved documents
Union Labor Coordinator:
- Single Project Agreements (SPA) and Project Labor Agreements (PLA);
- Create job specific check list for each union job;
- Provide GC with employee list prior to work on jobsite;
- Process Union enrollments when required;
- Account creation and management of union trust funds;
- Set up/payment/reports;
- Account creation and management of union Dues;
- Set up/payments;
- Request union status letters;
- Trust fund audit management;
- Mitigate liquidated damage fees; Assist with the processing of weekly payroll for 85-195 employees (salaried, hourly and prevailing wages).
- Includes: elected deductions, loans, bonuses, garnishments, monthly/annual reconciliations, W2/W2c Preparations, compliance with mandatory deductions, tax and banking changes, answer any questions from employees or supervisors regarding payroll;
- Calculate all retro pay and temp rates;
- Calculate taxes & benefits for manual checks;
- Manage estimation reports and quarterly payroll tax reporting;
- Manage overpayment files and deductions;
- Maintain all payroll and GL accounts;
- Work within defined processes to ensure all payments are successfully managed in a timely way;
- Coordinate with management for all terminations, final checks;
- Maintain records on vacation, sick leave, employment etc.;
- Manage state and federal required surveys;
- Manage Employee Garnishment files;
- Manage payroll mail and packages, disburse payroll check, W2’s etc.;
- Keep records of seasonal and full time benefit deductions, making sure all deductions have been made;
Other Duties and Responsibilities
- Prepares various reports which include certified payroll, Union & OCIP, governmental reporting and compliance.
- Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
- File documentation as needed
- Assist in the accomplishment of Company goals.
- Helps other employees to accomplish Company goals.
- Performs other duties as may be assigned by department supervisor.
- Participates in the Disaster Recovery plan as required.
- Back for benefits invoicing.
