NICRA Analysis for Community Organized Relief Effort (CORE)

 

CORE is seeking one or more consultant(s) to support CORE with an analysis of its current Negotiated Indirect Cost Rate Agreement (NICRA) application, gain a better understanding of essential indirect cost theory, and co-create a tool that will provide the necessary data to make better financial business decisions.

 

Activity 1

LOE (hours)

Review of the existing NICRA package (+/- 25 documents), relevant policies, and a walk-through with the CORE team to gain an understanding of how indirect costs are captured in the accounting system.

Activity 2

 

Based upon the desk review, if necessary, the Consultant(s) will develop and provide an overview of Fundamentals of Indirect Cost Theory and Terminology.

Activity 3

 

Consultants will be responsible for facilitating a co-creation process to develop tools that CORE can use to manage and track the NICRA on a monthly basis.

  • Skills and Qualifications:
  • Expertise in NICRA and Indirect Cost Rate Agreements
  • Strong understanding of NICRA processes, guidelines, and regulations, including the preparation and analysis of indirect cost rates.
  • Financial Analysis and Reporting
  • Ability to analyze financial documents, review policies, and assess how indirect costs are captured in accounting systems.
  • Proficiency in financial reporting and understanding the impact of indirect costs on overall financial management.
  • Knowledge of Indirect Cost Theory
  • In-depth knowledge of indirect cost theory, terminology, and its application in nonprofit or similar organizational settings.
  • Consulting and Facilitation Skills
  • Proven ability to facilitate workshops or co-creation sessions with teams to develop tools, processes, or solutions collaboratively.
  • Strong communication and interpersonal skills to work effectively with diverse teams and stakeholders.
  • Tool Development and Process Creation
  • Ability to develop tools or templates to track and manage NICRA, ensuring that the tools align with CORE’s financial needs and reporting structures.
  • Project Management
  • Experience in managing projects, coordinating tasks, and meeting deadlines within the specified hours (e.g., 32 hours for the review, 24 hours for theory development, 24 hours for tool development).
  • Attention to Detail
  • High attention to detail, especially when reviewing financial documents and preparing reports that require accuracy and compliance.
  • Strong Analytical and Problem-Solving Skills
  • Ability to think critically and solve problems related to indirect cost management and system alignment.
  • Requirements:
  • Experience
  • A minimum of 5 years of experience in financial consulting, particularly in nonprofit or government sectors, with a focus on indirect cost rates and accounting systems.
  • Educational Background
  • A degree in Finance, Accounting, Business Administration, or a related field is preferred. Certification in nonprofit financial management (e.g., CPA or CGMA) would be an asset.
  • Previous Work with NICRA
  • Experience working on or reviewing NICRA packages, including the preparation and submission of NICRA proposals to government or other funding entities.
  • Ability to Work Independently
  • Self-motivated and able to work independently with minimal supervision, while ensuring alignment with CORE's objectives.
  • Proficiency in Relevant Software
  • Proficiency in financial software, Excel, and possibly accounting software used for tracking and managing indirect costs.
  • Clear Communication Skills
  • Strong verbal and written communication skills to present findings, conduct training sessions, and create comprehensive reports and documentation.
