Job Summary:

Scope of Work – Main duties, settings, geography, reporting relationships, and other relationships:

The Manager – Interconnection Services develops and enforces engineering and design standards for distribution interconnection and provides leadership over NY’s (NYSEG and RG&E’s) distributed generator interconnection process.  The Manager leads and coordinates the work of internal staff and external contractors to ensure that NY complies with applicable laws and regulations, including NY PSC interconnection regulations.  The Manager oversees coordination of the generator interconnection process from application through Interconnection Agreement, leading cross-functional teams at every step of the process to ensure that state-mandated timelines and rules are adhered to throughout the process. Following commercial operation, liaises with interconnecting customers and generation owners as needed in all matters related to their interconnections.  Develops presentation and communication materials and represents the Company before regulators and other external stakeholders. Reports to the Senior Director of Transmission Services.

Major Roles and Responsibilities (Scope of work - range of responsibilities): 

  • Leads the NY distributed generation interconnection process from application through Interconnection Agreement, including coordination of all required studies, while leading cross-functional teams, both internally and externally, to ensure Company compliance with all applicable laws and regulations.
  • Provides technical review, design approval and decision-making on all aspects of engineering and design for distribution system interconnections, including development and enforcement of technical standards, safety requirements, cost estimating and construction management.
  • Leads external stakeholder meetings and informational sessions to customers and generation developers to ensure that all parties have full understanding of the interconnection process.
  • Represents the Company in meetings, hearings and technical sessions with regulators and their staffs to develop interconnection rules and policy.
  • Participates in industry and regulatory work groups and learning sessions to pilot or implement processes and changes.
  • Promotes a positive image of NY through external interactions and resolution of issues, and the provision of superior customer service.
  • Oversees the administration of NY's Interconnection Agreements to ensure NY and its customers are fulfilling all requirements of these rules, regulations, and contracts.
  • Negotiates favorable resolution of disputes with generation developers over interconnection applications and associated contracts.
  • Participates in regulatory reviews and inquiries of systems and processes.
  • Develops, documents, monitors, and maintains Business Practices and Procedures for administering generator interconnections consistent with FERC Rules, the Company’s OATT, the Regional OATT and NY PSC regulations.
  • Oversees the Company’s response to customer and developer requests concerning Interconnection Services.
  • Assures that NY complies with applicable NY PSC requirements; provides necessary documentation and reporting as needed; completes all CEO Mandates pursuant to PSC Orders.
  • Develops information and presentations to executives and steering committees.
  • Manages internal, union, non-union, and external staff as a combined functional team to include support in hiring and retention initiatives.
  • Provides leadership and mentoring to junior teammates.
  • Manages NY’s on-line application portal and payment processes.
  • Provides oversight of NY’s distributed generation interconnection invoicing team.

Job Requirements:

Education & Experience Required:

  • 7 years of relevant experience, with a strong preference for leadership experience with regulated generation interconnection processes.
  • Bachelor’s degree in Engineering, Finance, Business, or related field.  Electrical Engineering preferred; MS degree preferred.
  • NYS Licensed Professional Engineer preferred.
  • Previous supervisory experience preferred.
  • A demonstrated track record of leading and interacting across organizations with credibility and integrity.
  • Detailed understanding of the Company’s Open Access Transmission Tariff, PSC regulations for interconnection of distributed generation, the Regional OATT, FERC/ISO Rules and Regulations regarding the interconnection of new generators.
  • Proficiency with Microsoft Office Suite, with emphasis on Word, Excel, and Power Point.
