SUMMARY

As part of the Performance and Essential Material (PEM) Team in North America, this is a key leadership position responsible for all Health, Safety, and Environmental (HSE) activities for Region 4, which includes the Deer Park, TX, Argo, IL, Lakeland, FL and Stafford, TX sites. The HSE Manager is responsible for developing and implementing in line with PEM policies, procedures and programs, proactive management systems, checks and balances, and other necessary systems to ensure effective HSE compliance and continuous improvement of HSE performance within the region. Close collaboration with business, manufacturing and HSE governance teams is required to ensure stakeholder needs are addressed. Contributes as a member of the PEM North America HSE Leadership Team and acts independently under guidance from the Associate Director HSE PEM NA.

This position requires frequent travel (up to 25%) to Region 4 plant locations and other locations as may be necessary in the performance of duties. This position is located at Deer Park, Texas.

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Provide visible and engaged leadership, supervision and development of Regional HSE Team.
  • Promote collaboration with Manufacturing stakeholders within the region to lead and influence the development of site improvement plans and actions to drive continuous improvement and compliance of HSE Culture and performance.
  • Participate and represent Region 4 as a member of the PEM NA leadership team.
  • Establish and implement plans to determine, complete, and maintain all federal, state and local regulatory requirements for Region 4 facilities.
  • Ensure all necessary regulatory permitting, monitoring of operations, recordkeeping, reporting, statutory/regulatory agency requests, industry association and participation, and public awareness/education are met.
  • Address Regional HSE Audit findings ensuring corrective actions are implemented.
  • Establish and maintain strong internal and external stakeholder engagement.
  • Proactively anticipate and address issues and opportunities.
  • Communicate, collaborate and coordinate regularly with the corporate HSE function and with other HSE regional leaders.
  • Serve as liaison for senior manufacturing management and corporate office leadership relative to HSE issues; assist in establishing and communicating corporate HSE standards and expectations.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Bachelors degree in Engineering, Occupational Safety, Environmental Sciences or related field.
  • 10 years minimum progressive HSE, operations, maintenance, or engineering experience, preferably in chemical manufacturing with 5 years of supervisory experience with proven leadership results.
  • General knowledge of environmental, health and safety regulations as applicable to petrochemical plants and general manufacturing required with regional experience preferable.
  • Strong collaboration, facilitation, organization, interpersonal and computer skills, with a good working knowledge of related databases and applications, and excellent verbal and written communication abilities.
  • Capable of developing and managing multiple projects.
  • Exhibits positivity, passion, integrity and accountability.
  • Able to work in a team-oriented environment and lead team projects and collaboration.
  • Possesses conflict resolution skills to achieve desired outcomes.
  • Capital project permitting and multiple site management experience preferred.
  • Certified Safety Professional (CSP) preferred.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit, stand, walk and climb; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear.  The employee is occasionally required to stoop, kneel, or crouch.  The employee must occasionally lift and/or move up to 10 pounds, and infrequently lift and/or move up to 50 lbs.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.   The employee must frequently make minor decisions requiring limited judgement, general decisions in the absence of specific directions, and perform activities requiring sustained concentration.

WORK ENVIRONMENT

The noise level in the work environment is usually minimal to moderate as primarily based in an office setting. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also occasionally be exposed to outside elements and may require usage of stairs and elevators. Some travel (up to 50%) may be required in the performance of duties.
