The Mail Supervisor will be based at one of the sites in Iraq, Baghdad Embassy Compound (BEC) or Baghdad Diplomatic Support Center (BDSC) and serve the Life Support Services contract in support of the Department of State. The Diplomatic Post Office (DPO) and RMDC (Regional Mail Distribution Center) are high visibility customer orientated facilities due to their utility and profound impact on morale for Mission Iraq’s DoS and DoD customers who are deployed. The Mail Supervisor position will be responsible for direction, facilitating safety, mail training, technical support, supervising all daily activities in postal facilities, and performs other duties incidental to the movement and processing of mail. The individual will supervise postal operations of the account to include, but not limited to, maintaining high levels of customer gratification, providing high levels of quality service, coaching to the employees, adhering to company policies, and ensuring a safe working environment. The incumbent exercises supervision to Sr. Mail Clerks, Mail Clerks, and may supervise Bulk Mail Specialists. The Mail Supervisor may perform other duties in the absence of the Mail Manager. The Mail Supervisor performs assignments under the direction of the Mail Manager in support of services to the Diplomatic Technology Officer, Diplomatic Technology Chief, and or Diplomatic Technology Director. The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive:

DUTIES:

  • Supervise employees responsible for maintaining a safe workplace and ensuring that safety is the highest priority.
  • Complies with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Ensure all employees conduct monthly postal training and complete any mandatory company/safety courses.
  • Assisting customers with their needs, inquiries, and or complaints ensuring a positive outcome.
  • Ensure all accepted or shipped mail meets restrictions and policy requirements.
  • Ensure all mail documentation is IAW with regulation.
  • Analyzes trends and predicts requirements.
  • Establish and foster a great working relationship with Direct Hires (DH), LE Staff, DoD personnel, and Unit Mail Clerks (UMC).
  • Verifies that all postal facilities are secure and IAW USPS guidelines.
  • Maintains a high security standard in the department at all times making certain no mail item is rifled, loss, stolen, or delayed.
  • Monitors employee performance and prepares written disciplinary actions, memos and employee performance appraisals.
  • Willing to work any hours to ensure success of the project and or shipment.
  • Ensure mail is prepared for dispatch in accordance with all existing and current procedures.
  • Comply with all postal policies and directives to include, USPS Domestic and International Mail Manuals, Publication 52, DoD Mail Manual 4525.6-M, and governing Foreign Affairs Manual guidelines (14 FAM 700).
  • Escorting local mail trucks while ensuring VARs are submitted on time.
  • Conducting cross training and promote a peaceful environment, ensuring all employees can perform efficiently in all mail processing functions.
  • Lead by example in modeling the attitude and behaviors expected by Amentum.
  • Coordinates work schedules and R&Rs ensuring no interruptions in service or substandard mail flows.
  • Supervises and is accountable for all mail activities/reports.
  • Recognize employees for their work contributions regularly through informal and formal recognition.
  • Serves as the on-site point of contact (POC) for formal discussions with airline carriers and local transportation companies.
  • Follow standard operating procedures (SOPs) for any/all aspects of the operations to provide additional detailed guidance or instructions on a specific process for the postal operations.
  • Ensure the security of all equipment staged inside/outside the postal facility and acts as a property custodian for postal making certain all property is in good operating condition.
  • Routinely does floor checks ensuring employees are abiding by company and USPS regulations.
  • Initiates meetings concerning mail, staffing and camp population with management.
  • Assist with interviewing candidates.
  • Communicates professionally both orally and in writing with their subordinates, Site Management, and government entities.
  • Perform additional qualified duties and projects as assigned.

REQUIRED:

  • Minimum Acceptable Experience Level:  Three - Five (3-5) years’ experience in USPS (United States Postal Service) and/or Diplomatic DPO Mailroom/ Army Post Office, Mail Distribution Hub with at least Five (5) years in a supervisory role.
  • The incumbent must have superior customer service and interpersonal skills, must adapt easily to foreign cultures, and be able to communicate effectively in environments where English is not spoken fluidly.

·Knowledge, Skills, and Abilities: 

  • Must have knowledge of Department of State DPO, APO, and RMDC functions and procedures to include budget, customer service, receipt/dispatch, records, transportation, communications and supply/equipment, in accordance with DOS and USPS standards and directives.
  • Knowledge of Integrated Logistics Management System (ILMS) and Automated Military Postal System (AMPS)
  • Must have good working knowledge of operating office equipment mechanics.
  • Must possess knowledge of Diplomatic Pouch.
  • Ability to communicate effectively.
  • Knowledge of Vehicle Access Requests.
  • Able to operate computerized USPS Click N Ship terminal, mail screening devices, X-ray detector, calculator, barcode scanner.
  • Daily lifting/moving heavy mailbags and boxes (maximum weight per bag/mail item is 70 lbs.).
  • Long periods of standing when distributing mail and assisting customers, threat of potential contamination from chemical and biological agents and explosives in the mail.
  • Excellent problem solver.
  • Computer proficiency required (MS Office preferred)
  • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
  • Cross-cultural sensitivity with an international perspective.

  • Ability to become an active and functioning member of a team.

  • Must have a valid driver’s license.

  •   Passport, Licenses and Certifications:
  • As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport of home country with a minimum of 18 months remaining to expiration date with 8 blank pages.
  • Valid drivers’ license from Home of Record.
  • Education:  A high school diploma or equivalent is required
  • Security Vetting:  Already possess a US Government issued security clearance or be able to obtain a favorable US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.
  • Language Skills:  Excellent English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.
  • Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

   DESIRED:

WORKING AND LIVING CONDITIONS:

This position is in an austere environment with harsh and dangerous conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
