Hexcel is currently seeking an International Trade Compliance Manager for our Salt Lake City, UT, USA location.
The ITC Manager will lead the interpretation and implementation of relevant rules and regulations to ensure compliance in the movement of materials, technology, and software. They will manage highly confidential information, quantify risks, develop mitigation strategies, and adapt to Hexcel’s dynamic requirements. The role involves ensuring compliance with all governmental laws and regulations, mitigating organizational risk through proactive process management, and developing strategic export license processes. The manager must have a broad understanding of ITAR, EAR, and FTR, and be experienced with government licensing and AES reporting sites. Additionally, they will lead process improvements, conduct training, and effectively communicate technical information.
The selected individual will be responsible for but not limited to the following obligations:
- Lead trade and export regulatory compliance audits to understand whether policies, procedures, and applicable regulations and standards are appropriately implemented. Work with freight forwarders, U.S. Customs officers, customs brokers, and internal/external customers on all matters pertaining to customs and import/export regulations. Review shipments, end use statements, backlog, and customer screening. Analytical and critical thinking abilities to make timely decisions while functioning in a fast-paced changing work environment.
- Demonstrated ability to lead effectively, prioritize workflow, meet demanding deadlines, and manage multi-faceted projects in a fast-paced environment, and be comfortable with minimal supervision. Maintain expert-level knowledge of all applicable legislation and regulations.
- Provide strategic and tactical support in all relevant areas in the import & export shipment process such as import shipment documentation review, Harmonized Schedule (HS) Code determination, customs valuation, preferential tariff treatment programs (e.g., FTA's), Country of Origin determinations, EU Community and non-EU Community member countries import duty rates, trouble-shooting issues, etc.
- Ensures that customer screenings with the appropriate groups are properly executed. Ensures compliance with the U.S./EU/UK/MA export laws and regulations and all export approvals for Hexcel organization. Ensure new or modified products are classified and that Research and Technology and Product Management understand the impact of development choices on export restrictions.
- Develop, implement, monitor, and manage the necessary policies, internal controls, procedures, training, audit programs to meet its obligations with adhering to European import & export regulations. Assists with proactively coordinating and monitoring the company's compliance with Customs and other applicable government agency laws and regulations.
- Develops operational processes for assuring trade compliance through reviews of technical data, foreign travel, foreign visits, and export and import shipments. Leads and investigates potential violations of U.S. export regulations and/or company policy.
- Maintains applicable trade compliance records in accordance with regulatory requirements. Knowledge of international shipping documents such as commercial invoice, packing list, air waybill, and export license; including consignee information, INCOTERMS, harmonized tariff code, country of origin, customs value, export classification, and export license data.
- Supports implementation and development of Foreign Trade and Export Compliance logic in AX/Dynamics 365 and performs transactional audits.
- Responsible for ensuring implementation of corrective actions related to ITC resulting from audits or customer requests to ensure trade compliance. Provides accurate interpretations of applicable export regulations to ITC department.
- Works to maintain the level of quality control and standardization of Hexcel export systems and related work procedures. Works to drive functional processes and technical expertise to Hexcel businesses and functions as it relates to Sales, Shipments, Logistics, and ITC.
Qualifications:
- Bachelor’s degree (BS/BA) in Business Administration or a related discipline. Export Compliance certification (e.g. Certified Export Compliance Professional (CECP), JD, or MBA preferred.
- Effective and efficient problem-solving skills. Must be business and solution-oriented mindset and communicate with a diverse audience.
- Experience in multinational company required.
- Experienced user of Government licensing and Customs portals. Ability to read and interpret government regulations.
- Ability to facilitate work within and across teams and varied functions and levels of leadership, and customer and supplier contacts. Ability to work at both detail and strategic levels, work calmly under pressure, prioritize tasks, and display sound professional judgment.
- Able to lead process improvements; able to oversee/conduct training and rollout efforts to institutionalize process improvements.
- Ability to build relationships and partner at all levels of the organization. Capable of critical strategic and tactical thinking, data manipulation, and problem solving.
- Ability to lead, take action and provide direction in the face of ambiguity and to get results in diverse, fast-paced environments.
- Experience in export compliance, customs formalities, and Hexcel product offerings preferred. Understanding of export regulations, including both dual use and military export controls
- Excellent communication, presentation and interpersonal skills required. Strong writing skills, proactive, well-organized, highly motivated, expert with MS Office suite of products, expertise in data management.
