Summary: 

The Import/Export Specialist will lead our import compliance program and support export compliance. This role involves developing and improving compliance processes, collaborating with cross-functional teams, and managing relationships with external partners. The specialist will ensure all materials are exported, imported, and shipped in compliance with corporate policies, US Customs and Border Protection (CBP) regulations, Foreign Trade Regulations (FTR), International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR).

Position Responsibilities:

  • Maintain expertise in CBP regulations, valuation, country of origin (COO), Harmonized Tariff Schedule (HTS) determination, Free Trade Agreements (FTA), duty mitigation, and Customs-Trade Partnership Against Terrorism (CTPAT).
  • Engage with internal and external customers, including customs brokers and freight agents, to ensure timely and compliant import clearances and export transactions.
  • Conduct training and communications for relevant teams and employees.
  • Audit or support auditing of import and export operations.
  • Ensure accuracy and compliance of import and export documentation.
  • Lead development of relevant Trade Compliance policies.
  • Validate and record use of export licenses, other USG export authorizations, and Carnets.
  • Prepare, review, and archive import and export documentation (SED, CI, P/L, Carnets, etc.).
  • Support functional groups such as Customer Service, Business Development, Operations, Sales Administration, and Shipping regarding export and import of materials and products.
  • Ensure all parties in an international shipment have the necessary documentation to ship in accordance with the terms of the Purchase Order/Contract.
  • Provide shipment notifications and pre-alerts to enable timely clearance and receipts for all international shipments.
  • Work strategically to simplify and improve customs processes, reducing trade barriers.
  • Analyze customs duty exemptions and free trade agreements to reduce shipment costs.
  • Use Automated Commercial Environment (ACE) reports to identify compliance metrics.
  • Perform HTS or Schedule B classification as needed.
  • Develop policies and systematic improvements for COO and valuation analysis and recording.
  • Other duties as assigned.

Basic Qualifications (Skills and Experience):

  • Minimum of five (5) years’ experience in Trade Compliance (CBP, ITAR, EAR, HTS, etc.).
  • Experience with freight forwarders, customs brokers, supply chain, purchasing, and logistics.
  • Experience creating and reviewing import/export documents.
  • Experience developing or improving import/export policies and procedures.
  • Licensed Customs Broker preferred but not required.

Education:

  • Bachelor’s Degree in a related discipline or equivalent combination of experience and education.

Other Preferred Qualifications & Desired Competencies:

  • Strong understanding of International Traffic in Arms Regulations (ITAR), US Commerce’s Export Administration Regulations (EAR), and applicable exemptions/exceptions.
  • Excellent verbal and written communication skills.
  • Ability to work on diverse issues requiring evaluation of various factors, including current business trends.
  • Experience in Trade Compliance at a defense contractor.
  • Experience using OCR EASE is beneficial.
  • Proven success managing multiple competing tasks and priorities.
  • Proficiency in MS Office Applications: Word, Excel, PowerPoint, AES filing, and AES reporting.
  • Visionary thinking to explore multiple potential paths and adapt decision-making styles.
  • Ability to develop and maintain professional relationships.
  • Assess risk and opportunity in plans or actions and take appropriate action.

Physical Demands:

  • Ability to work in an office environment.
  • Required to sit and stand for long periods; talk, hear, and use hands and fingers to operate a computer and telephone keyboard.

Special Requirements:

  • U.S. Citizen, U.S. Permanent Resident (Green Card holder) or asylee/refugee status as defined by 8 U.S.C. 1324b(a)(3) required.
  • Occasional travel required.
  • Must be within a commutable distance to any AV office location.

The salary range for this role is:

$78,986 - $112,035

ITAR Requirement:

This position requires access to information that is subject to compliance with the International Traffic Arms Regulations (“ITAR”) and/or the Export Administration Regulations (“EAR”). In order to comply with the requirements of the ITAR and/or the EAR, applicants must qualify as a U.S. person under the ITAR and the EAR, or a person to be approved for an export license by the governing agency whose technology comes under its jurisdiction. Please understand that any job offer that requires approval of an export license will be conditional on AeroVironment’s determination that it will be able to obtain an export license in a time frame consistent with AeroVironment’s business requirements. A “U.S. person” according to the ITAR definition is a U.S. citizen, U.S. lawful permanent resident (green card holder), or protected individual such as a refugee or asylee. See 22 CFR § 120.15. Some positions will require current U.S. Citizenship due to contract requirements.
