Job Description
The Defense Logistics Engineering department is seeking an Integrated Logistics Support (ILS) Section Manager to lead teams in the development and submission of military standard Tech Manuals, Training documentation, and Integrated Logistics Support Engineering data. The right candidate will be motivated to lead and manage a team of approximately 15-20 Tech Writers, Trainers, and Logistics Engineering personnel supporting multiple programs within the Defense Logistics department. They are expected to understand team dynamics and project planning and execution, and be able to work with program managers and engineering staff. They will be experienced in recruiting, hiring, and staffing solutions in support of program needs. They will be responsible for providing employees with performance assessments for mid-year reviews, end-of-year reviews, and throughout the year. They will review and approve bids and proposals ensuring appropriate assumptions, risks and opportunities are identified. They will communicate with team members through regular staff meetings and other means. They will be customer-facing in their role, and able to respond to internal and external technical, administrative, and programmatic inquiries on all matters.
Because of the need for consistent, in-person collaboration and/or the requirement to perform all work onsite due to the nature of this particular role, it will be performed full-time on site. This means work will be conducted on location at a BAE Systems facility 100% of the time.
Required Education, Experience, & Skills
- 10 years proven experience overseeing the development of Operator and Maintainer Manuals, Support Equipment Manuals, Software Users manuals, and Interactive Electronic Technical Manuals (IETMs), in classified and unclassified environments.
- 10 years proven experience overseeing teams that utilize MIL-STD-38784, MIL-DTL-87929D, S1000D Version 4.2, and S1000D IETM specifications.
- 10 years proven experience in the planning and execution of Maintainer and Operator Training programs, and the development of Training Plans
- 10 years proven experience with the planning and execution of Training programs for the Air Force - Air Education and Training Command (AETC). General familiarity with other branches including; Army - Training and Doctrine Command (TRADOC), Marine Corps - Marine Corps Training and Education Command (TECOM), and Navy - Naval Education and Training Command (NETC).
- Proven management experience overseeing the development of Integrated Logistics Support (ILS) deliverables using Product Support techniques and Logistic Product Data (LPD)/Logistics Maintenance Information (LMI), Level of Repair Analyses (LORA), Logistics Support Analysis Requirements (LSAR), Maintenance Task Analysis (MTA), Provisioning data, Spares Analysis, Packaging, Handling, Shipping and Transportation (PHS&T), Support Equipment Recommendations (SERD)s).
- Experience supporting government Guidance Conferences for Training, Tech Manuals, and Provisioning.
- Familiarity with support analyses using electronic models (OPUS, EAGLE, COMPASS, SESAME, etc.)
- Experience serving as a Cost Account Manager in an Earned Value Management System (EVMS) environment, being responsible for developing an Integrated Master Schedule (IMS) on large programs, and report on earned value metrics, such as Cost Performance Index (CPI) and Schedule Performance Index (SPI).
- Familiarity with computer publishing software programs, including Microsoft Office suite (Word, Powerpoint, Excel), Adobe Framemaker, Adobe Acrobat Professional, and graphics software to develop or convert graphics for use in documentation.
- Experience developing strategies for tagging and inventorying of government property/assets to ensure proper accountability, and accommodating Government site visits and audits.
- Must hold an active Secret clearance.
Preferred Education, Experience, & Skills
- Experience managing Logistics Engineering technical proposal activities including Technical Volume development, evaluation of requirements within Statements of Work or Requests for Proposal, and creation of Product Support Bases of Estimates for Tech Manual and Training documentation, and the development and Logistics Engineering documentation.
- Familiarity with principles of Contractor Logistics Support, Performance Based Logistics, and Depot partnering arrangements with government and Industry.
- Good working knowledge of Reliability, Maintainability, and Product Safety.
- Experience with Life Cycle Sustainment planning and execution of requirements on new start development, production, and sustainment projects.
- Experience overseeing Subcontractors in support of ILS tasking.
- Familiarity with Airworthiness certification programs.
Pay Information
Full-Time Salary Range: $146670 - $249330

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
