Position Summary
Tidal Basin is expanding our Federal Disaster Recovery Cadre. This On-Call Cadre is composed of dedicated individuals who wish to help communities in their time of need. We are part of a larger team of Technical Assistance Contractors (TAC) who deploy alongside the Federal Emergency Management Agency (FEMA) to provide technical assistance for the delivery of the FEMA Public Assistance (PA) Program, which assists State, Local, Tribal, and some Private Non-Profits recover and rebuild following natural or man-made disasters.    
 
This position is expected to be forward deployed to the site of federally declared disasters but may also require work from your Residence of Record (RoR), hotel room, FEMA’s Regional Offices, FEMA Headquarters, or other facilities, dependent on the needs and requirements of FEMA, the Prime, and Tidal Basin.  
Candidate must be willing and able to deploy up to 100% to sites of the disasters for a minimum of 6 and up to 12 months or more. Candidates who cannot travel will not be considered.  Staff may be lodging in a hotel for up to a year.  Travel expenses are paid.  
This position is contingent upon your ability to obtain/maintain/transfer a DHS/FEMA Clearance and badge.
Historic Architects will deploy as an Environmental and Historical Preservation (EHP) Specialist in support of the FEMA Public Assistance Program. They will primarily be responsible for ensuring that recovery efforts following a Nationally Declared Disaster adhere to local, State, and Federal laws and rules regarding Historic buildings, and infrastructure as well as to protect historically important architecture. They will inspect and research facilities to determine historical significance, review recovery plans, and provide guidance as necessary to protect historically significant architecture and facilities. This position provides an opportunity for a Historical Architect to have a large impact on preservation of historic architecture across a wide area during a period of recovery which can be chaotic. The chaos can lead to intentional or unintentional loss of historic facilities in the rush to rebuild. As an EHP Specialist, the Historic Architect can protect the historic facilities and architecture, ensuring that they will be there for future generations to enjoy.
Job Duties and Responsibilities include:

  • Identify EHP issues and areas of concern.
  • Attend key meetings with Applicants.
  • Participates in site inspections: Inspects and researches facilities, buildings, and infrastructure to determine if they have historic significance.
  • Works with PA Staff to obtain data needed to evaluate project impacts.
  • Review formulated PA projects for EHP issues.
  • Identify actions necessary to comply with all applicable EHP laws, regulations, and guidance.
  • Document review findings and spell out conditions for project compliance in Grants Manager
  • Review and analyze professional architectural or engineering reports and design or as-built plans.
  • Write reports detailing your analysis.
  • Validate applicant-provided scopes of work, including related code and standard requirements.

Skills and Competencies:
 

  • Must be familiar with applicable laws and guidance.
  • Must know or be able to learn the FEMA Public Assistance National Model as detailed in the FEMA Public Assistance Program and Policy Guide (PAPPG) (training is provided)
  • Must know or be able to learn Grants Manager (training provided), other FEMA Systems, and GoogleEarth Pro.
  • Proficient in Microsoft Office and TEAMS
  • Must know how to use a laptop and cell phone.
  • Must be able to learn how to use time and expense systems. 
  • Good in oral and written communication
  • Ability to follow directions.
  • Ability to work in challenging conditions.
  • Ability to work with a wide variety of internal and external stakeholders.


Required Education and Experience:
 

  • Professional Degree in architecture or a State license ot practice architecture PLUS one of the following:
    • At least 1 year of graduate study in architectural preservation, American architectural history, preservation planning, or closely related field; or
    • At least one year of full-time professional experience on historic preservation projects which includes inspection of historic buildings and infrastructure.
  • Architect Registration Examination (ARE) and/or National Council of Architectural Registration Boards (NCARB)
  • Study or experience shall include detailed investigations of historic structures, preparation of historical structures research reports, and preparation of plans and specifications for preservation projects.
  • 1 – 2 years experience in Historic Architecture related site inspections of large commercial facilities, buildings, and structures.
  • All candidates are required to pass a FEMA security training (annual), Grants Manager training, and PDMG training class (E/L 0869) in order to qualify for deployment. These classes are delivered on-demand and on-line at this time but may be delivered in-person in the future.
  • Minimum of 5 years of related work experience for Mid-Level and 10 years of related work experience for Senior-Level
