We are looking for an experienced leader to oversee the global governance and implementation of our Operational Resilience strategy. This role involves designing resilience controls and methodology, managing global execution, and coordinating change management, training, and communication. The successful candidate will collaborate with Critical Operations Owners and other stakeholders to understand critical operations and services, implement resilience metrics, and support scenario testing. Additionally, this role includes managing the budget for resilience initiatives and ensuring effective governance of resilience controls.
Key Accountabilities
Operational Resilience Execution Strategy and Management
- Develop and implement the Enterprise Operational Resilience Program, including workstreams, operating model, scope, approach, timeline, and KPIs, while ensuring alignment with other enterprise programs.
- Establish procedures for consistent adoption of resilience capabilities across the enterprise, in line with corporate objectives and regulatory requirements. Lead global processes and capabilities such as reporting, resilience MIS, analytics, and risk indicator monitoring.
- Define and report KPIs to track progress and address bottlenecks. Influence COOs and business heads to manage execution within budget, ensuring optimal resource allocation and engagement with the Transformation Committee.
Operational Resilience Governance
- Lead the design and implementation of the Enterprise Operational Resilience Governance structure, collaborating with business, technology, operations, and risk partners to ensure accountability and transparency.
- Act as Manulife’s primary Line 1 executive representative to external regulators on Operational Resilience.
- Ensure the program meets its mandate, executes policies effectively, drives change, creates efficiencies, and achieves desired outcomes in line with business and regulatory expectations.
Operational Resilience Posture Monitoring and Reporting
- Design and implement KRIs to monitor Critical Operations within impact tolerances. Influence first-line stakeholders to identify, analyze, and remediate material vulnerabilities, ensuring corrective actions are taken.
- Partner with Second Line counterparts for consistent reporting on the company's resilience posture to the Operational Risk Committee.
Enterprise Change Management, Training, and Communication
- Lead change management efforts for smooth implementation of operational resilience strategies.
- Develop and deliver training programs to equip employees with necessary skills and knowledge.
- Design and implement a communication strategy to keep stakeholders informed and engaged, fostering a culture of resilience and readiness.
Team Building and Leadership
- Build and lead a team of 8-10 members with direct and matrix reporting to manage operational resilience, requiring cross-functional skills in strategy, data, change management, and operational resilience knowledge.
Job Requirement:
- Bachelors/ Masters degree in business administration, strategy, operation management, or a related field.
- 15+ years of experience in Insurance, Banking, or Wealth and Asset Management, with 5+ years in Business Continuity Management or Operations Management role.
- Extensive knowledge of discipline of operational resilience and business continuity risk management.
- Expert knowledge of risk management principles, best practices, and tools
- Strong understanding of financial services regulations and interfacing with internal Compliance and Risk partners.
- Membership in relevant industry groups an asset e.g. Business Continuity Institute, Resilience Information Exchange (RIE).

Salary range is expected to be between
$175,700.00 CAD - $326,000.00 CAD
