The Defense Group at Leidos has an exciting opportunity as the DECO Division Chief Engineer supporting our GSMO II IDIQ Contract supporting the Defense Information Systems Agency. This position is performed out of Ft. Meade, MD or Scott AFB, IL and supports the DISA Business Area CTO for our mission partners across the globe. The focus of this role will be on engagements with DISA, JFHQ-DoDIN, and Mission Partner customers and our GSMO II technical team. Focus areas will include DISA Joint Operations Center, Joint Service Provider Cyber Security/IA/SOC, Cyber, Innovation, Ecosystem, Data Centers, Cloud Migrations, etc.
Primary Responsibilities:

Drive thought leadership thru inclusion, collaboration, and mentorship of technical talent across GSMO-II with a focus on leveraging Leidos Cloud and Cyber expertise and capabilities across DISA

Lead and develop innovative solutions in support of capture and on contract growth efforts, to include evaluating tradeoffs of solutions against cost, schedule, function, quality, and other evaluation criteria

Develop highly innovative solutions to resolve complex problems involving limited and disparate information through the application of technical knowledge, conceptualizing, reasoning and interpretation, and integration of best practices

Serve as a technical SME interfacing with Executives, PMs and division leadership to make comprehensive recommendations and develop executable strategies

Support as a thought leader and SME new business pursuits, on-contract growth initiatives, and modernization across DISA and Leidos initiatives

Provide subject matter expertise in Secure Cloud Computing and Defensive Cyber Operations within the Division and larger corporate investment for alignment with the GSMOII roadmap.

Advise and support engineering requirements of large-scale systems, major elements, and interfacing systems that are part of a complex network with geographically distributed components

Contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.

Support business development and capture teams to identify, qualify, shape, solution, and pursue opportunities

Provide support for various government engagements at all levels, supporting challenges faced in operations, innovations, and executive level briefings.

Ensures quality products and services are delivered, supporting and contributing to governing bodies (ie. CCB, ERB, IDR, Technical Design Reviews, AAR Reviews etc..)

Mentor and coach our technical staff

Visit the various sites in the DMV area to meet with customer and the technical team (DISA – Fort Meade (Primary), JSP – Alexandria, VA, WHCA – Bolling AFB, etc).
Basic Qualifications:
-
Breadth of experience and/or expertise in Wide Area Networks, Unified Capabilities (Voice/Video), SATCOM, Optical Technologies, IP/MPLS networking, Cyber Security Incident Handling and Countermeasures, NOC Operations, System Architecture, Cloud Architecture, Service Delivery, and ‘as a Service’ models

Must have proven track record of developing creative problem and hard problem solutions with a focus on outcome-based delivery of meaningful innovations.

Experience identifying, developing, and implementing engineering change solutions with new technology and solutions on a large enterprise/national scale
-
Experience with large programs, and performing technology assessments, trade studies, analysis of alternatives, and creating capability roadmaps.
-
Experience with Network Operation Center, Defensive Cyber Operations, and Data Center operational processes.
-
A working knowledge of data analytics, algorithms, and modeling to solve analytically complex operational challenges
-
Demonstrated background in automation, and related technologies as they are applied to large Wide Area Networks, Cloud Hosting, Multicloud Operations, Defensive Cyber Operations, and Data Center Operations.

Demonstrated ability to work in a customer environment collaboratively through constraints to meet mission milestones

Excellent written and oral communications skills and management to include presentation and experience discussing technology at large government agency CIO/CTO executive level

Self-motivated and focused on delivering outcomes with the ability to work independently and in teams
-
Experience leading the development of solutions for proposals, writing white papers, RFI responses.

Master of Science in Engineering, Science, or Technology or related technical area and 15+ years of total experience including the training, qualifications, experience, and clearances to accomplish all tasks identified above

Active Top Secret security clearance. Able to obtain TS/SCI clearance

WHCA, JSP, or DISA Experience

Understanding of key business activities including business development, capture & program management.

Pay Range:Pay Range $148,850.00 - $269,075.00
