The Grants and Finance Manager for Central Asia will be a full-time position based in Tashkent, Uzbekistan and will oversee the accounting, financial management, and administrative operations to support CIPE programs in the region. Under the supervision of the Program Director for Central Asia and the Director of Grants and Contracts (both located in Washington, D.C.), the Grants and Finance Manager will ensure compliance with local financial regulations, CIPE donor procedures, and CIPE contract/grant policies. The Grants and Finance Manager must have a demonstrated knowledge of Central Asian accounting processes and regulations and experience with international donors. CIPE is in the process of office registration with the Ministry of Justice in Uzbekistan. 


Job Title: Grants and Finance Manager, Central Asia
Responsibilities: 

CIPE Uzbekistan Office Accounting, Financial and Administrative Management 

  • Manage office funds, including bank accounts, petty cash, etc.
  • Prepare staff payroll, local tax payments, and pension contributions in accordance with Uzbekistan law.
  • Ensure timely payment to tax authorities, vendors, consultants, contractors, etc.
  • Prepare regular financial forecasts, statements, and expense reports. 
  • Maintain and monitor office financial and operational policies.


Central Asia Regional Contract, Grants and Financial Management 

  • Coordinate with Central Asia program staff to develop and approve project budgets.
  • Monitor grant spending, including cash flow projections, burn rates, budget forecasts, etc. 
  • Review and process payment requests for the Central Asia program team. 
  • Oversee Central Asia program staff in drafting, reviewing, executing, and managing grants and contracts. 
  • Coordinate with Central Asia regional staff to establish and maintain procedures for effective office operations, grants and contracts monitoring, and compliance with local law and donor requirements. 
  • Submit field staff timesheet liquidations.
  • Track field staff benefit usage such as paid time off, sick leave, etc. 
  • Produce regular financial reports for CIPE programs in Central Asia.

Budgeting 

  • Work closely with Central Asia team in developing and monitoring program budgets, providing regular updates to quarterly portfolio and budget review. 
  • Assist in developing spending forecasts to program team. 
  • Analyze budget trends, variances, and opportunities for cost savings.

Compliance 

  • Ensure compliance with regional financial processes, in coordination with the Central Asia team and Grants, Finance and Operations team, and in accordance with CIPE’s policies and procedures. 
  • ​​​​​​​Prepare for and coordinate audits of grant-funded programs, working closely with auditors and providing necessary documentation. 
  • Implement and monitor internal controls to safeguard grant funds and ensure proper use.


Qualifications and Skills:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field 
  • ​​​​​​​A minimum of 7-10 years of experience in accounting, grant management, financial analysis, or a related field 
  • Strong knowledge of local and US Federal grant regulations and compliance requirements 
  • Proficiency in accounting software and financial management systems 
  • Demonstrated accounting, financial, payroll, and administrative experience 
  • Excellent analytical, organizational, and problem-solving skills 
  • Strong attention to detail and the ability to manage multiple tasks simultaneously 
  • Excellent communication and interpersonal skills 
  • Ability to work independently and as part of a team 
  • Professional fluency in English and Russian 

Preferred Qualifications: 

  • Master’s degree in Finance, Accounting, Public Administration, or a related field ​​​​​​​
  • Certified Public Accountant (CPA) or Certified Grants Management Specialist (CGMS) certification 
  • Experience working in an international non-profit organization
