Act to End NTDs | West is a global USAID-funded, 8-year, multi-million-dollar program intended to support disease-endemic eleven countries in West Africa to control and/or eliminate NTDs with proven, cost-effective public health interventions to treat and measure treatment impact against seven NTDs: lymphatic filariasis, blinding trachoma, onchocerciasis, schistosomiasis, and three intestinal worms known as soil-transmitted helminths.

The program Act |West is currently seeking a Project Financial Analyst III to support the program HQ Finance team.

Job Summary:

Coordinates financial/accounting operations, including overall financial monitoring and support/guidance to Country Office and project staff, to ensure the fiscal well- being of the project. Provides financial management, conducts analyses of financial data, provides budget analyses for project funds, and prepares required reports to funding agencies to ensure compliance with the donor's requirements. Oversees sub award management and responds to inquiries and assist in trainings. Carries out unit finances to proactively guide and support respective financial success by providing high level analytical expertise, implementing business strategies and developing strong customer relationships. Analyzes financial data and reports to determine accuracy and completeness. Compiles data and prepares financial reports. Reviews and processes final cost objective requests. Provides analysis and business modeling support on strategic initiatives for senior management and field operations. Responsible for analyzing performance trends, tracking performance and presenting results. Ensures and provides financial expertise, critical thinking, and customer service.

Accountabilities:

  • Has basic knowledge of applicable financial and accounting statutes and regulations.

  • Interprets and applies laws, analyzes information, and evaluates the impact of policies, procedures and practices.

  • Work includes accumulating data, summarizing information into presentable reports/forms, and discerning valid from invalid data comparisons.

  • Seeks explanation for variations in the data.

  • Reviews and analyzes project countries’ monthly pipelines and Fixed Amount Awards (FAAs) payment trackers and communicates any observations and findings to project Finance Director.

  • Reviews and analyzes annual work plan budgets for assigned portfolio countries.

  • Monitor and analyzes monthly financial trackers of project Subawards and communicates any observations or findings to the project Finance Director.

  • Reviews and analyzes implementing partners second-tier annual fixed amount awards (FAAs) budgets. 

  • Collects and reviews partners and countries’ VAT report for preparation of the project consolidated annual VAT report for client submission.

  • Prepares and submits FHI 360 HQ project quarterly accruals.  

  • Supports the review of project procurement packages and verifies that required and appropriate back-up documentation is provided and that FHI 360 procurement policies are strictly followed.

  • Provides support for program field staff by conducting needed trainings on financial systems and/or processes.

  • Responsible for interpreting, analyzing and/or evaluating data, ensures compliance with applicable state and federal statutes, and uses Generally Accepted Accounting Procedures (GAAP).

  • Has a thorough knowledge of external regulations as well as internal corporate policies and procedures.

  • Reviews the program cost share and prepares the consolidated program cost share report for submission to FHI 360 cost share team.

  • Experienced using systems to produce reports, financial models and databases.

  • Develops and maintains effective working relationships with, management and project staff.

  • Interprets and provides explanation for discrepancies and variations in data.

  • Superior ability to communicate clearly in both oral and written form.

  • Independently evaluates and determines fiscal and operational policy.

  • Determines service impacts and analyzes the regulatory environment to make recommendations on best practices.

  • Uses Generally Accepted Accounting Procedures (GAAP).

  • Implements and evaluates statistical models, systems and serves as a trusted advisor to management.

  • Has in-depth technical and administrative knowledge and is able to defend analyses to management.

  • Performs other duties as assigned.

Problem Solving & Impact:

  • Prepares and analyzes complex technical matters involving existing and emerging issues pertaining to the subject area and makes recommendations to the project Finance Director from the analysis.

  • Serves as subject matter expert; may lead work teams or others in complex or unique subjects.

  • Recommends corrective action, when necessary, based on acquired knowledge and observation of best practices.

Supervision Given/Received:

  • Work is performed with minimal direction.

  • Participates in determining objectives of assignment.

  • Plan schedules and arranges own activities in accomplishing objectives.

  • Work is reviewed upon completion for adequacy in meeting objectives.

  • Position reports to Act|West project Finance Director.

  • Position doesn’t have any direct reports.

Education:

  • Bachelor's Degree or its International Equivalent.

Experience:

  • 8+ Years of progressively responsible financial analysis and pricing experience in a government contracting environment.

  • Substantial experience using computerized information systems.

  • Demonstrated team leader experience in finance or accounting department preferred.

  • Must be able to read, write and speak fluent English, additional language skills in French preferred.

  • Ability to manage multiple tasks that are deadline driven.

  • Must be able to work during EST time zone.

  • Experience working with procurement and purchase requisitions.

  • Prior work in a non-governmental organization (NGO).

  • Experience with USAID funded projects required.

  • Experience working with an international organization.

  • Ability to lift 5 lbs.

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. 

 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US Based Hiring Salary Range: $90,000 - $110,000

International hiring ranges will differ based on location.
