This role leads strategy execution across organization-wide priorities, coordinating across stakeholders to create roadmap and timelines and deliver results. Leader has accountability for key work efforts as they are transitioned from strategy development to strategy execution and collaboration with the various business areas to ensure goals are met before projects are transitioned to the business for running day-to-day operations. Establishes performance measures to ensure continued alignment of strategy execution to goals and performs analysis, financial forecasting and market assessment to continuously test assumptions and adjust strategy.

Primary Job Functions

  • Strategic Leadership and Execution: Oversees project teams in the development, design and delivery of projects and engagements that align with strategic initiatives. Develops key performance metrics, milestones, specifications, documentation and reporting requirements and budgets. Convenes internal stakeholders to ensure work is aligned and positioned with current business operations to advance critical path priorities and milestones. Performs financial forecasting, implementation planning, operating model accountabilities and strategic market analysis.

  • Financial Planning and Forecasting: Buildouts process for financial modeling, reporting and forecasting, closely tied to operational performance of a given initiative, developing strategies collaboratively with the business to drive performance, mitigate risk and realize opportunity.

  • Program Management: Establishes a regular cadence of communications to leadership and stakeholders to provide updates, escalate issues, report on milestones, and give visibility on critical next steps. Communicates progress across the enterprise and to the Executive Leadership Team and prepares progress updates, as required, for the Board of Directors.

  • Stakeholder Engagement: Interacts with senior executives within business units and subject matter experts to understand business and operational needs and collaborate on solutions. Ensures strategic learnings are incorporated in business decisions and system-wide priorities that support the growth of the Blue Cross Blue Shield companies. Builds and maintains relationships with key stakeholders, including federal agencies, healthcare providers, and beneficiaries

  • People Leader: Leads and manages a team to drive effective performance, foster professional growth, and create a positive and inclusive work environment. Utilizes strong leadership and communication skills to motivate and inspire team members, ensuring they are aligned with and committed to achieving the organization’s goals.

Education, Experience, and Certification

Education

Required: Bachelors degree

Preferred: Masters degree

Experience

Required:

  • Ten or more years related business experience; strategy consulting preferred.

  • Experience in strategy development and generating actionable insights from analytical work.

  • Experience working in Medicare and government health care markets.

  • Experience in project management.

  • Experience in overseeing complex operational implementations.
