Job Summary
Responsible for directing and overseeing the activities of a unit of data engineers and data governance analysts responsible for designing, building and overseeing the deployment and operation of technology architecture, solutions and software to capture, manage, store, and govern all structured and unstructured data from internal and external sources. Responsible for leading teams that work cross-functionally to execute on implementing Effectv's Data Governance framework for critical programs to ensure the efficacy, timeliness and accuracy of our data. Manages team(s) that work with the Data Owners from our business and product management community to establish Critical Data Elements (CDE's) and institute all required elements of the data management program (i.e. Business Glossary Definitions, Lineage, Data Quality Rules and Data Reconciliation Controls, etc.). In addition to applying Effectv's Data Governance Framework to our critical programs, Data Governance teams will work with our Business Data Owners to understand their critical business processes and operations and how they are using the data Effectv when defining CDE's. The Data Governance teams will also be responsible to establishing and producing regular Data Quality dashboards/reports and serve as a first line of defense for all Data Quality Alerts and Data Incidents identified, which may require Data Remediation. Oversees the establishment and build of processes and structures based on business and technical requirements to channel data from multiple inputs, route appropriately and store using any combination of distributed (cloud) structures, local databases, and other applicable storage forms as required. Directs the planning, prioritization and execution of technical tools and programming that leverage artificial intelligence, machine learning and big-data techniques to cleanse, organize and transform data and to maintain, defend and update data structures and integrity on an automated basis. Directs the development of design standards and assurance processes for software, systems and applications development to ensure compatibility and operability of data connections, flows and storage requirements. Reviews internal and external business and product requirements for data operations and activity and suggests changes and upgrades to systems and storage to accommodate ongoing needs. Develops long-term plans that impact the achievement of business results. Recognizes profitability and revenue potential in business opportunities. Has direct involvement in business case development, project management and performance measurement. Demonstrates leadership versatility. Provides leadership and direction for diverse and complex functions. Contributes to the development of the organization's business strategy. Interprets business strategy and develops organizational objectives to align with this strategy. Typically manages multiple teams of professionals.
Job Description
Core Responsibilities

    • Manages development of data structures and pipelines aligned to established standards and guidelines to organize, collect, standardize and transform data that helps generate insights and address reporting needs.


    • Emphasizes data quality during ingest, processing as well as final load to the target tables.


    • Guides creation of standard ingestion frameworks for structured and unstructured data as well as checking and reporting on the quality of the data being processed.


    • Manages creation of standard methods for end users / downstream applications to consume data including but not limited to database views, extracts and Application Programming Interfaces.


    • Manages the creation and maintenance of information systems (e.g., data warehouses, data lakes) including data access Application Programming Interfaces.


    • Oversees the implementation of solutions via data architecture, data engineering, or data manipulation on both on-prem platforms like Kubernetes and Teradata as well as Cloud platforms like Databricks.


    • Advises on the appropriate storage platform across different on-prem (minIO and Teradata) and Cloud (AWS S3, Redshift) depending on the privacy, access and sensitivity requirements.


    • Educates team on data lineage from source to the final semantic layer along with the transformation rules applied to enable faster troubleshooting and impact analysis during changes.


    • Manage and direct data governance team members in the application of Effectv's Data Governance Frameworks for all critical programs which rely on Effectv enterprise data.


    • Work with Enterprise Data Management to establishes Data Governance strategic priorities to be included in the Effectv 2-yr Technology Data Strategy and Roadmap and then develops data capabilities aligned to key business priorities which are delivered via the Data Transformation Program


    • Develop communication and education programs to increase knowledge and awareness of Effectv's Data Governance framework and Data Management Program processes, roles and responsibilities.


    • Work with our business data owners and product management to prioritize, plan and execute BAU workstreams to extend the coverage of Effectv's data management program.


    • Oversee and establish comprehensive Data Quality and Reconciliation monitoring/alerting frameworks to ensure the efficacy of Effectv's enterprise data.


    • Work with Enterprise Data Management and Data Architecture to define and implement an enterprise wide data catalog for managing all Data Governance Metadata at Effectv (i.e. Glossary, Lineage, Data Quality, Data Classification, Search/Discovery, Data Contracts etc.)


    • Institute policies, standards and frameworks for managing Effectv Master & Reference data in conjunction with business and technology partners


    • Institute policies, standards and frameworks for managing Effectv 3rd Party and Affiliate data in conjunction with business and technology partners (includes potential sharing of Effectv data with 3rd Parties and Affiliates)


    • Chair the Data Governance Working Group and facilitate actionable outcomes and decisions for approval by the Data Governance Council


    • Work with Effectv/CA/Comcast Security and Compliance groups to ensure that Effectv's data and practices of managing that data meet all company and regulatory requirements.
    • Collaborates with technology and platform management partners to optimize data sourcing and processing rules to ensure appropriate data quality as well as process optimization.
    • Oversees design standards and assurance processes for software, systems and applications development to ensure compatibility and operability of data connections, flows and storage requirements. Reviews internal and external business and product requirements for data operations and activity and suggests changes and upgrades to systems and storage to accommodate ongoing needs.
    • Develops strategies for data acquisition, archive recovery, and database implementation.
    • Manages data migrations/conversions and troubleshooting data processing issues.
    • Understands the data sensitivity, customer data privacy rules and regulations and applies them consistently in all Information Lifecycle Management activities.
    • Guides critical issue resolution and shares knowledge such as trends, aggregate, quantity volume regarding specific data sources.
    • Consistent exercise of independent judgment and discretion in matters of significance.
    • Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) and overtime as necessary.

Salary:
National Pay Range: $159,588.09 USD-$374,034.58 USD
