The Opportunity

As a dedicated Compliance & Operational Risk Testing Programs Executive, you will be responsible for the ongoing preparation, testing and monitoring of compliance with government regulations and regulatory agencies for multiple companies across the organization. This position will direct and oversee the evaluation of internal operations, controls, communications, risk assessments and maintenance of documentation as related to regulatory compliance and recommends appropriate changes. This role will require collaboration and partnership with other Compliance & Operational Risk Programs across the organization, various control partners, as well as senior leadership.

We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC, Chesapeake, VA or Tampa, FL.

What you’ll do:

  • Leads the development, implementation, management and oversight of a comprehensive risk-based testing program that effectively evaluates compliance & operational risk controls.  Ensures compliance with applicable federal and state regulatory requirements for multiple companies across the organization.
  • Directs the development of compliance & operational risk testing methodologies to be utilized for a line of business or multiple businesses across the organization.  Responsible for effective methodologies for testing based, in part, on results of risk assessments.
  • Manages a team that leads the timely, accurate design and execution of compliance & operational risk testing.  Oversee testing effectiveness to evaluate control effectiveness and ensure compliance with applicable federal and state requirements of multiple companies across the organization.
  • Partners with all levels of management to include senior business leaders across the enterprise to report and discuss the status of testing.  Provides reporting data on testing to appropriate governance committees across the organization.
  • Responsible for final review of testing results and associated reports prior to issuance that define the scope of testing, describe findings and recommendations, and corrective action.  Influences in the interest of the recommendations.
  • Manages oversight of monitoring activities conducted by multiple Compliance & Operational Risk Programs across the organization.
  • Maintains a strong working knowledge of applicable federal and state laws and regulations applicable to multiple companies across the organization.  Represents USAA in regulatory examinations as it relates to testing.

What you have:

  • Bachelor's degree or 4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree. 10 or more years of progressive compliance-related experience developing, implementing and operationalizing Compliance Testing and Monitoring programs.
  • 4 or more years of people leadership experience in building, managing and/or developing high-performing teams required.
  • Experience collaborating with key resources and stakeholders, influencing decisions and managing work to achieve strategic goals required.
  • Executive-level business acumen in the areas of business operations, industry practices and emerging trends required.

What sets you apart:

  • Management experience in a testing function (first line, second line, and/or third line).
  • Subject matter expertise testing in the areas of COO or Program Office: Board reporting, Regulatory responses, Exam prep, Issue Validation, Issue oversight and/or all Enterprise Compliance and Operational Risk Testing procedures, processes, control and maintenance.
  • Experience in a large bank Testing leadership role.
  • Subject Matter expertise in SR08-8 and experience preparing material for and presenting to Regulators.

What we offer:Compensation:

The salary range for this position is: $147,750.00 - 265,950.00.

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position.

 

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.

Long Term Incentive Plan: Cash payment for Executive level roles only, representing a cash payment which is both time and performance based.
