We have an exciting opportunity for a talented individual to be a part of our Environmental, Safety, Security and Health (ESSH) team at our Chocolate Bayou Plant located in Alvin, TX. The ideal candidate will be responsible for driving the site to best-in-class emergency services preparation and performance. This role requires an individual who possesses regulatory knowledge, practical work site experience, technical expertise and continuous improvement leadership in emergency services in an industrial environment. This individual should be solution-based and enjoy technical work, teaching and development, working on diverse cross-functional teams, and collaborating with site technical, operations and maintenance personnel concerning emergency response-related issues and improvements.
TARGETED OUTCOMES
- Ensure the facility is at a state of readiness to provide immediate and effective response to protect the health and safety of our employees, facility, and the community and environment
- Provide leadership, guidance, support and training to the site Emergency Response Team (ERT), including the recruitment and retention of team members
- Directly supervise the Emergency Services Specialist, while also working cooperatively to accomplish the mission of the team
- Administer and manage the Fire Protection Maintenance and Inspection program for both fixed and mobile equipment in accordance with NFPA, and corporate and facility standards, including fire protection system impairments and coordination of routine property insurance inspections
- Manage and improve site Emergency Response and Hurricane Response Plans, Emergency Operations Center (EOC) functions, Mutual Aid agreements, and planning and execution of site emergency response drills
- Provide support and management for Emergency Services capital and expense projects
KEY RESPONSIBILITIES
- Manage all aspects of daily activities related to site Emergency Services, including leading and directing the Emergency Services Specialist and the site’s volunteer Emergency Response Team
- Maintain the physical ability and skills to serve as a functional member of the Emergency Response Team
- Provide support to the Emergency Response Team utilizing the Incident Command System, including serving as or assisting the Incident Commander or supporting the Emergency Operations Center during emergency situations
- Organize and/or deliver Emergency Response Team training, create and maintain training course curriculum and materials, and maintain records and documentation to develop and improve the competencies of ERT members
- Develop, implement and maintain Standard Operating Procedures and Emergency Response Preplans for the Emergency Response Team
- Develop and manage annual Emergency Services budget for training fees and wages, mobile equipment operation and maintenance, fixed fire protection systems operation and maintenance, other emergency management systems, etc., including creation and use of spreadsheets to track and monitor costs and provide updates to forecasts, and provide input annually to update long range strategic plan
- Assist in the development and administration of staffing plans to maintain the Emergency Response Team with adequate resources for routine as well as sustained responses, as well expectations and accountabilities for ERT members
- Ensure Emergency Operations Center (EOC) tools, resources and capabilities meet minimum standards to support incident response
- Serve as primary owner for the facility’s emergency management plan (i.e., Integrated Contingency Plan or ICP) and severe weather plan, and prepare, conduct, evaluate and document emergency drills to aid facility employees in emergency preparedness
- Ensure that all existing mobile and fixed emergency response equipment and systems are maintained and available to provide full capabilities at all times, including necessary and required inspection, testing and preventative maintenance
- Represent the site and partner with the Local Emergency Planning Committed (LEPC), mutual aid organizations, municipal emergency agencies and other emergency services organizations to pland and prepare for site and local community emergency response needs
- Participate as a core member of the site ESSH team in any other capacity necessary to maintain and improve ESSH programs, policies, systems and initiatives for the site or company

- Team Members: Environmental Manager, Security Services, Principle Industrial Hygiene Specialist, Sr. Safety Engineer, Safety Specialist, Environmental Engineer, Environmental Technician
REQUIRED EXPERIENCE
- High School Diploma or GED equivalent
- Minimum of five (5) years of experience in a leadership or command role in an emergency response-related position or with primary emergency services responsibilities
- Three (3) to five (5) years of experience in organic chemical industry, oil refining, industrial manufacturing and/or heavy construction environment
- Possess a valid Texas Class A or B driver's license or have the ability to obtain one
- Demonstrated commitment to safety practices and standards
- Knowledge of OSHA and specific Emergency Response related regulations
- Willing and able to obtain a Transportation Worker Identification Card (TWIC)
DESIRED CERTIFICATION
- Bachelor of Science or higher degree in Engineering, Sciences or related technical discipline
- NFPA 1001 Firefighter, NFPA 1081 Advanced Exterior Firefighter, NFPA 1081 Advanced Interior Firefighter, NFPA 472/1072 or 29CFR1910.120(q) Hazardous Materials Technician Certification, TCFP fire protection certifications or similar other qualifications or certifications
- Two (2) or more years of leadership experience on an Emergency Response Team in an organic chemical manufacturing, oil refining, industrial manufacturing and/or heavy construction environment
- Obtain and/or maintain license as Emergency Care Attendant (ECA) or higher (EMT-Basic, Advanced EMT, EMT-Paramedic, Licensed Paramedic or nursing degree)
- Experience in auditing and inspecting safety and emergency systems
- Certified Six Sigma Green Belt/Black Belt or willingness to achieve certification within 12 months
REQUIRED SKILLS
- Experience working within the National Incident Management System (NIMS) Incident Command training (ICS‐700, ICS-100, ICS-200, ICS-800, ICS-300, ICS-400) or equivalent training
- Proactive leadership and team-building skills with the ability to work effectively at all levels of the organization
- Ability to lead, instruct and train emergency response team members in Hazardous Materials (HazMat) response, elevated and confined space rescue, Emergency Medical response and Fire-Fighting
- Knowledge of emergency response related OSHA regulations, NFPA standards, etc.
- Working knowledge of incident investigation and analysis tools (Cause Mapping, 5-Why’s, FMEA, etc.)
- Strong interpersonal, influential, coaching, facilitation and organizational skills with excellent verbal and written communication capabilities
- Ability and willingness to effectively lead change, influence others and gain commitment to new ways of performing work with all levels in the organization
- Proven ability to interface and communicate at all levels of the organization including management, technical, manufacturing, maintenance, planners, vendors and contractors
- Must be self-motivated, well organized, and able to manage multiple initiatives to successful completion
- Strong computer skills are required, including sound proficiency with MS Office products
- Authorization to work in the U.S. on an indefinite basis without sponsorship
- Ability to properly wear emergency response personal protective equipment (PPE), including respiratory protection
PREFERRED SKILLS
- Proficiency with SAP
- Experience with OSHA Voluntary Protection Program (VPP)
- Knowledge of Process Safety Management elements
- Knowledge of Fire Protection Systems
- Knowledge of Maintenance practices, and good mechanical aptitude
- Project Management experience
- Functional knowledge of life critical permit processes
