Job Description
As an Enterprise Portfolio Manager, you will partner with senior leaders to drive and deliver portfolio direction and prioritization for strategic initiatives and highly complex, cross functional, and high-risk programs for our Health Care Innovation division in support of our Total Cost of Care strategy. You will collaborate with stakeholders throughout the company, especially Product Managers, in the business to gain consensus on priorities and then connect with Release Train Engineers and the broader product team to execute. You will develop a portfolio management standard and foster discipline through utilization of a standard methodology, tools, and processes. You will review corporate needs to achieve focus, utilize funds, and understand people resource impacts. You will identify, mitigate, and manage risk to ensure the company is successful in overall portfolio delivery. Finally, you will establish and maintain strong relationships across the organization and directly with leaders to champion and drive the initiatives.
Qualifications
Preferred:
- Health Care Industry knowledge and experience.
- Bachelor's degree in related field.
- Experience in the health insurance industry.
- Experience in portfolio metrics/KPIs.
- Experience managing large portfolio investments/budgets.
- Applicable professional certifications a plus.
Required:
- Bachelor’s Degree in related field or direct and applicable work experience
- 7+ years of proven experience managing complex resources and large budgets as a part of a enterprise portfolio and/or project management experience.
- Ability to think strategically and influence business decisions while translating corporate strategy into an executable roadmap and delivery plan.
- Strong knowledge of the health insurance industry.
- Excellent verbal and written communication skills, with the ability to lead and facilitate conversations at all levels of the organization (to include VP and SVP level stakeholders)
- Demonstrated ability to engage with staff at all levels of the organization, build strong, consultative relationships to facilitate issues or conflict resolution and break down barriers and foster collaboration.
- Demonstrated informal leadership experience in guiding and mentoring teams.
- Ability to prioritize work and redeploy staff in order to achieve strategic objectives and accomplish results, while at the same time effectively helping others manage change.
- Strong analytical problem-solving skills with the ability to break problems apart systematically to understand the root cause
- Strong technical acumen, with the ability to engage with technical teams to deliver solutions that meet user needs
- Knowledge of Information Technology solutions, processes, and methodologies and a strong understanding of the resource staffing dynamics of technology initiatives
Additional Information
a. Manage the integration and dependencies of multiple programs and projects across the organization. Connect portfolio prioritization and tactical delivery, creating a portfolio plan to ensure efficient and effective use of resources (e.g., matching long-term plan with short-term delivery).
b. Define, communicate, and maintain processes for portfolio management including design of reports, standard tools, and methodologies. Maintain knowledge and support project management life cycles to integrate business and technology tasks within processes.
c. Consult with and mentor business leaders on value-based analysis and staff regarding business processes and project management methodologies. Provide guidance/coaching to include project planning and monitoring, reporting, cost management and communication.
d. Partner with the Enterprise Portfolio team and other internal stakeholders and provide guidance in the development of training curriculum for leaders and project teams to support integration of business process knowledge and portfolio and project management methodologies.
e. Utilize knowledge of health insurance industry to participate in Wellmark’s business environmental assessment and strategic planning to guide business prioritization and sequencing.
f. Facilitate strategic prioritization process and ensure documentation of prioritization decisions and directs people accordingly to ensure appropriate projects support the decisions.
g. Oversee and provide guidance to others in the creation and maintenance of an active inventory of all projects, including the health of the initiative, necessary approvals, and other required project information as requested by leadership.
h. Design and continually monitor framework to measure and analyze portfolio effectiveness. Lead and partner on the retrospective assessments of individual projects and summarize as an aggregate portfolio. Motivate others and encourage continuous improvement.
i. Oversee and provide guidance to leaders/projects on resource coordination in support of the portfolio; for schedules and resource plans accordingly, disseminating resource plans and assisting stakeholders with conflicts as they occur. Make organizational prioritization recommendations based on resource capacity analysis. Resources include Wellmark employees, contractors, and vendors.
j. Manage risk at the enterprise portfolio level. Provide guidance and support to business leaders and project managers on managing risks to ensure successful delivery of the portfolio.
k. Actively engage in change management with business to ensure organizational acceptance and readiness impacting the enterprise portfolio; Demonstrate solid facilitation and communication skills to support problem solving, issue resolution and innovative solutions.
l. Coordinate partnerships across the enterprise focused on SLT, Finance, Technology, Member Experience, and Operational Functions. Build strong working relationships to ensure the business areas work in concert to meet the vision of the company.
m. Network with external entities and other industries to understand best practices of planning, execution, and outcomes management supporting enterprise portfolio and governance processes.
n. Other duties as assigned.
