Job Summary

The Director of Treasury and Special Projects will support the Treasurer and Deputy Treasurer in managing treasury responsibilities for the College, the Development Foundation, and Columbus State Community Partners through strategic leadership of multiple initiatives and priorities. Responsibilities include cash and banking activities, accounting, and reporting for debt and investments. The role will be responsible for accounting and tracking fixed assets, including large, complex, multi-year construction projects. In addition, this role will support compliance, risk management, and special projects. This role will provide leadership and management of staff as well as collaborate with colleagues in the Office of the Controller, the Budget Office, Information Technology, and others throughout the College.

Management of Cash & Banking Activities

  • Management of bank accounts and services, including but not limited to new bank account openings, as necessary; maintaining master list of accounts, signatories, authorized users, and security controls; analysis of bank fees and services; user support.
  • Monitor daily cash position and liquidity needs by proposing cash movements and positioning. Review, assist, or prepare cash forecasting and variance analysis. Review and decide on daily ACH and check positive pay exceptions. Review daily banking transactions and related GL accounts, including merchant services activities.
  • Participate in the Request for Proposal process for new service providers and implementation, as necessary. Assist Associate Controller and Accounting Services with reviews, drawdowns, and reconciliations of federal and other grant funds, as well as financial aid cash management.

Investment Management and Reporting Oversight

  • Lead accounting and reporting for investment portfolios. Serve as key contact for external investment advisors and internal teams. Continuous monitoring of statutory requirements and implementation of related Treasury processes, policies, and procedures.
  • Research best practices, present recommendations to leadership, and implement best practices. Collaborate with Resource Planning and Analysis and Construction Planning and Design to ensure cash and investment maturity alignment with construction spending projections for large, complex projects.

Debt Management and Reporting

  • Lead accounting and reporting for debt. Assist in the structuring and ongoing monitoring of the College’s debt, which will be approximately $300 million when all authorized debt has been issued.
  • Initiate payments to meet debt service requirements, including alignment of cash and investment maturities to meet debt service due dates while maximizing earnings. Assist in reporting required for general obligation debt approved in Franklin County, Ohio; reporting and preparing presentations for the rating agencies (Moody’s and S&P); working with underwriters and financial advisors; and reporting for required annual financial disclosure (MSRB/EMMA). Review College leases, in coordination with IT, Facilities Operations, and other College departments, to ensure appropriate accounting, reporting, and disclosure, and related lease financing consideration for annual financial disclosure (MSRB/EMMA).
  • Support the compliance for various debt financing instruments, which may include preparing covenant analysis, assisting with the preparation of Management Discussion & Analysis (MD&A), and reviewing and updating College Policy and Procedures.

Fixed Assets Management

  • Lead accounting and reporting for fixed assets, including construction in progress and leases. Monitoring and continuous implementation of accounting standards and authoritative literature and impact on College processes, policies, and procedures.
  • Coordinate periodic physical inventory of fixed assets. Collaborate with Resource Planning and Analysis and Construction Planning and Design to ensure progress recording for large, complex construction projects and reconciliation upon project completion to close-out projects.
  • Collaborate with Purchasing and Accounts Payable, IT, Facilities Operations, Legal Office, and others to capture purchasing activity, contracts, and other documentation for fixed asset capitalization. Support business units with ad hoc projects, including capital expenditure analysis, equipment financing decisions, analysis of vendor and customer payment terms, etc.
  • Serves as module custodian of ERP module for recording fixed asset additions and deletions, calculating annual depreciation, and testing system patches and upgrades. Makes requests for technical assistance and system enhancements.

Special Projects and Compliance

  • Supports the execution of all sales tax functions for retail operations, including appropriate vendor licensing, payment submissions, and filings.
  •  Serve as Treasury liaison to Accounting Services, providing all necessary treasury-related entries and data for month-end, quarter-end, and year-end close, ODHE/HEI, and other ad hoc reporting requirements.
  • Support the external audit processes, providing auditors with required treasury information to support audit work and preparing footnote disclosures
  • Serves as back-up in management of the College’s insurance program, including claims management, certificate of insurance and additional insureds requests, updating insurance coverage as necessitated based on changes in fixed assets, CIP placed in service, and other significant operational changes
  • Assistance with income tax compliance for College component units and other requirements as needed.
  • Assist and participate in a variety of strategic initiatives, ad-hoc projects, and analysis. Take ownership and delivery responsibility for special projects and initiatives, incorporating project management principles, tools, and techniques. Initiates and implements new technologies, methodologies, processes, and procedures that will support long- and short-term goals and enhance operational effectiveness and efficiency. Maintains communication with upper management both within and across departments to ensure the smooth running of all assigned projects.
  • Develops a deep understanding of and proficiency in the enterprise systems
  • Contributes to the revision and creation of policies, procedures, and effective internal controls as they relate to the assigned area(s).

Operational Leadership

  • Supervises assigned area of responsibility and staff by recruiting, hiring, assigning, and delegating tasks, providing direction, resolving work problems, communicating job expectations, training employees, and developing professional growth opportunities. Conducts annual employee evaluations, provides ongoing feedback and coaching, and effectively recommends pay increases, promotions, and other personnel actions.
  • Approves leaves and authorizes overtime as appropriate. Administers disciplinary actions upon approval and in collaboration with Human Resources. Interprets, explains, carries out, and enforces the College's policies.

Minimum Qualifications

  • A Bachelor’s degree in Finance, Accounting, Business, or another quantitative-related field
  • At least five (5) years of progressively responsible treasury, banking, accounting, or financial experience
  • State Motor Vehicle Operator's License or demonstrable ability to gain access to work site(s)

Preferred Qualifications

  • A Certified Public Accountant (CPA) license is preferred

Schedule: In-Person: Monday - Friday, 8 am - 5 pm. Evenings and Weekends as required.
