Job Description:

Summary:

Barr Engineering Co. is looking to hire a full-time Cultural Resources Specialist to support our growing cultural resource management practice in the Four Corners, Intermountain West, and Midwest regions of the United States. The person in this position will work with multidisciplinary project teams on a variety of projects to address cultural resources, tribal resources, and regulatory issues. A secondary goal for this role is to help strengthen the professional relationships between Barr and Native American communities (First Nations, tribes, or pueblos) and advocate for their natural resource projects across the United States and Canada. This person will be a point of contact with Native American communities regarding their interests and perspectives on Barr projects and may serve as a liaison between Native American groups and project teams and/or clients as needed. While this person would be based in the Intermountain West, they would also support Barr CRM projects in the Four Corners, Great Plains, and Midwest.

Job Duties:

We expect this role will consist of a combination of field director duties and Native American advocacy work. The split may fluctuate based on client and project needs throughout the year.

Project and field director for cultural resources responsibilities may include:

  • Leading archaeology field teams on various project sites throughout Barr’s market area

  • Developing preliminary reports required for project approvals

  • Performing due diligence reviews for cultural resource management projects

  • Drafting and reviewing sections of state and federal environmental review documents

  • Assisting with permit applications and other technical writing

  • Helping clients interpret regulations and work within regulatory constraints

  • Preparing documents and reports related to the mitigation of project impacts

  • Coordinating and/or conducting field visits with clients and regulatory agencies

Native American advocate responsibilities may include:

  • Developing documentation and coordinating with State Historic Preservation Offices and Tribal Historic Preservation Programs for Section 106 concurrence

  • Promoting authentic, trusting relationships and regular, ongoing communication between Native American communities and organizations and Barr staff to foster communication and understanding

  • Building relationships and rapport with Native American groups to assist them with their natural resource projects

  • Advising Barr staff on best practices for engaging with Native Americans

Other duties as assigned and requested.

Minimum Qualifications:

  • Master’s degree in industrial archaeology, archaeology, anthropology, historic preservation, ethnography, or a related field or equivalent education and experience

  • 5 or more years of experience in cultural resources management

  • 2 or more years of experience leading and supporting crews on Section 106-related field projects

  • 2 or more years of experience working with Native American communities

  • Ability and willingness to obtain required permits to perform archaeological surveys on federal, state, and public land throughout Barr’s market area

  • Demonstrated knowledge of Section 106, the National Historic Preservation Act (NHPA), the National Environmental Policy Act (NEPA), and state regulations concerning cultural and natural resources management throughout the western and central United States

  • Experience with literature reviews, field surveys, National Register evaluations, data recovery investigations, construction monitoring, scheduling, budgeting, and report preparation

  • Demonstrated effectiveness in building working relationships across multi-dimensional teams

  • Experience facilitating consultation with tribal communities

  • Ability to work cooperatively with local, state, and federal regulators

  • Familiarity with GIS

  • Superior writing, editing, and communication skills

  • Ability to travel to meet project needs

  • Possession of a valid driver’s license and acceptable driving record

  • Legal authorization to work in the United States without the need for sponsorship from Barr, now or in the future

Preferred Qualifications:

  • 10 or more years of experience in cultural resources management

  • Have, or has held, archaeological permits with agencies or states in the Intermountain West, Great Plains, or Midwest

  • Consulting experience as part of Section 106 or in natural resource permitting

  • Experience working with natural resource professionals (e.g., wetlands, state permits, water appropriation and discharge, etc.)

  • Experience leading and/or presenting at public meetings

  • Experience writing sections (e.g., cultural resources, tribal resources, socioeconomics, environmental justice, cumulative effects, etc.) for NEPA documents

  • Task and project management experience, including development of scopes of work, schedules, and budgets

  • Demonstrated success in business development activities, including client engagement and proposal development

A hybrid work arrangement may be considered for this position. A hybrid work arrangement refers to splitting time worked between a Barr office and a home office. This position is based out of Barr's Albuquerque or Farmington, New Mexico, or Durango, Colorado, offices.

Compensation:

The anticipated base salary range for this position is $70,000–90,000/year. This position is classified as exempt under the Fair Labor Standards Act (FLSA). Compensation will vary based upon relevant experience, education, skill level, and other compensable factors. Employees in this position may also be eligible for a discretionary cash bonus based on team and individual performance.  Barr has a “no retained earnings” model and distributes all its profit to our employees through our bonus plan and ESOP.

NOTE: Applicants must be able to work in locations that feature rough terrain typical of construction and industrial sites, and to enter and work in facilities that include limited accessibility, moving machinery, high temperature and pressure process equipment, and other conditions typical of large industrial facilities. Job assignments may involve work on waste disposal sites and sites requiring cleanup of hazardous materials. Some work locations may also feature rough terrain, steep slopes, and dense vegetation. An OSHA-mandated physical exam may be required; safety training will be provided.
