Link Solutions is seeking a Computer and Information Systems Manager (Senior Level) to join our team in Patuxent River, MD.

The Computer and Information Systems Manager will lead and oversee the management and enhancement of software applications, data warehousing, reporting, and IT infrastructure services to support the Naval Air Warfare Center Aircraft Division (NAWCAD) Digital Networks & Applications (DNA) Department. In this roles the manager will evaluate program/project IT systems ensuring the effective planning, implementation, and execution of IT systems and alignment with the strategic objectives of NAWCAD, NAVAIR, and associated Department of the Navy (DON) components.

Responsibilities:
- Manage day-to-day IT operations, ensuring system reliability, security, and compliance with federal and DoD standards.
- Oversee the development, deployment, and sustainment of IT systems, software applications, and database hosting services.
- Lead cross-functional teams in implementing modernization initiatives, such as transitioning applications to cloud technologies (e.g., AWS).
- Provide leadership in implementing software standards, process improvements, and new technology solutions.
- Collaborate with stakeholders to align IT systems with organizational goals and priorities.
- Ensure compliance with DOD 8140 and other regulatory requirements for privileged access, including certifications such as Security+ CE and OS/CE qualifications (e.g., Microsoft or Linux).
- Coordinate staffing and surge capabilities to support a 15% increase in personnel as needed.
- Develop and manage budgets, project schedules, and resource allocation for IT projects.
- Prepare and deliver presentations and status reports to senior leadership and government stakeholders.

Qualifications
- US Citizen
- Active DoD Secret Clearance
- IAT Level II Certification equivalent or higher per DoD 8570/DoD 8140 (CompTIA Security+ CE, CCNA Security, GICSP, GSEC, SSCP, etc.).
- Bachelor’s degree in information systems, Computer Science, or a related field.
- Ten (10+) years of experience in IT systems management or similar roles, with at least eight (8+) years managing large-scale federal IT within a DoD IT environment.
- OS/CE certifications (e.g., Microsoft Certified: Azure Solutions Architect, Linux+).
Preferred Qualifications:
- Master’s degree in information technology management or related field.
- Experience supporting NAVAIR or similar DoD organizations.
- Familiarity with DevSecOps methodologies and tools.
- Experience working in a Department of Defense (DoD) environment.
- Problem solver and troubleshooter who thrives in resolving complex problems.
- Excellent communication skills (written and oral) and interpersonal skills.
- Excellent organizational skills, attention to detail, and ability to prioritize and manage multiple tasks.
Additional Information
This position is contingent upon the successful acquisition of the government contract and the completion of ongoing negotiations. We anticipate these processes will be completed within the next several weeks, at which time interviews and offers will be extended upon successful contract award.
