Competencies and Performance Analyst
Position Summary
DarkStar Intelligence is actively seeking a Competencies and Performance Analyst to support the U.S. Intelligence Community (IC) in strategic workforce planning, workforce modernization, and career mobility. The ideal candidate will possess extensive expertise in competency modeling, career path development, and workforce upskilling strategies to enhance IC human capital initiatives.

Primary Duties and Responsibilities
- Provide strategic workforce planning expertise to support workforce modernization and mobility initiatives within the IC.
- Develop and implement career path roadmaps for IC professions, ensuring alignment with evolving mission requirements.
- Establish methodologies to formalize IC professions and define measurable success indicators.
- Organize and facilitate quarterly interagency Community of Practice meetings.
- Design and maintain competency models, integrating developmental and training activities at various proficiency levels.
- Collaborate with IC subject matter experts and working groups to address critical human capital priorities.
- Develop and implement workforce upskilling strategies, with a focus on emerging competencies such as artificial intelligence (AI).
- Refine and enhance content in the IC-wide competencies library.
- Provide consultative guidance on workforce analysis best practices.
- Advise IC agencies on human capital policies, workforce modernization, and long-term strategic objectives.
- Conduct data-driven research and analysis to support human capital initiatives.
Minimum Qualifications
- Bachelor’s degree with 18+ years of experience, Master’s degree with 10+ years, or no degree with 24+ years of relevant experience.
- Active TS/SCI security clearance.
- Current Counterintelligence (CI) Polygraph.
- Proven experience in developing core and leadership competency models.
- Expertise in conducting skills-gap analyses and implementing upskilling strategies.
- Experience in designing and implementing career paths within large organizations.
- Extensive background in strategic workforce planning.
- Knowledge of advancing AI-related competencies within the workforce.
- Proficiency in Microsoft Office Suite.
Salary Range
$150,000 - $160,000 per year
