The Position:
Makpar has an exciting opportunity for a Business Development/Capture Manager to join our growing team. This role oversees and integrates Business Development, Capture, Marketing, and Proposal efforts across the company. The ideal candidate brings significant experience with the federal sales cycle and extensive relationships within the Department of Treasury/IRS and is now seeking the opportunity to take ownership of the growth strategy.
Role Specific Duties:
- Identify and manage a pipeline of opportunities across federal financial agencies, with a primary focus on the Internal Revenue Service (IRS)
- Direct and lead the end-to-end business development and capture process, overseeing strategy and execution from opportunity identification to proposal submission
- Leverage existing relationships within IRS to drive growth and expand Makpar’s presence.
- Build and maintain strategic relationships with industry leaders and small business partners to enhance competitive positioning
- Collaborate with internal teams (e.g., program delivery, solution architects, proposal managers) to ensure alignment between technical solutions and client needs
- Develop and execute capture plans, including pricing strategies, competitive analysis, and opportunity pursuit strategies.
- Oversee and guide proposal development
- Maintain an understanding of competitive landscapes, including pricing trends, customer priorities, and best practices.
- Attend industry events and conferences to promote Makpar’s brand, build relationships, and identify future opportunities
- Performs special assignments related to business development activities
Required Qualifications:
- Bachelor's Degree or equivalent experience with 10+ years of demonstrated business development, capture, or account management roles
- 7+ years of demonstrated success in federal business development, with significant experience supporting the IRS.
- Intimate knowledge of federal financial agency structures, procurement processes, and strategic priorities, particularly within the IRS.
- Proven ability to drive IT services growth in areas such as data, cybersecurity, cloud, and application development.
- Take charge and be able to work independently with minimal direction
- Demonstrated experience working in a similar role exceeding designated sales targets/quota
- Experience with federal capture methodologies, including pipeline management, competitive analysis, and win strategy development.
- Highly organized with the ability to manage several simultaneous opportunities at once
- Individuals must reside in the local DMV area—Washington DC, Maryland, or Virginia—and be onsite when required.
