Position Summary
This position will lead and support major facility upgrades planned, in a liquids terminal setting. The upgrade is intended to transition our current system to a new platform. This position leads and guides terminals in the execution of automation/ process control projects including project planning activities, the development of technical designs and functional specifications.
Requirements
-
4-year college degree in Engineering from an accredited university
-
Advanced degree in technical or business field preferred
-
5-10 years experience in automation, instrumentation, and process controls in the petrochemical, refining, and oil & gas industries.

General knowledge and understanding of DCS, SIS and PLC based controls is a major plus.

Project management experience preferably in a chemical storage or processing plant
-
Experience creating and adhering to a budget; ability to multi-task

Experience working in the safety-critical environment; strong understanding of health, safety, environmental, and security principles

Task & Responsibilities:
-
Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of SH&E principles and values; champions safety as necessary

Coordinates all technical and engineering matters between the terminal and customer, technical and/or engineering personnel or other customer representatives

Join and support the project team with the initial objective being to migrate PLC based controls to a modern Emerson DeltaV DCS. In time, take project ownership and take the lead in upgrading the Maintenance & Technical monitoring of the implemented DCS operating systems, as well as spearheading all future upgrades and other automation projects.

Help develop/prepare Control System Block Diagrams, Network Diagrams, I/O Lists, Instrument Index, Instrument Data Sheets, Range/Alarm/Trip/Shutdown Schedules, Control Narratives, Cause & Effects, Logix Matrix, DCS/HMI Screens, Complex Loop Narratives and Hardware/Software/Configuration guides.

Participate HAZOP/PHA activities and provide I&C input to achieve added layers of protection.

As part of the engineering team, conduct meetings with operations and maintenance to insure that I&C design work & changes are aligned with the specific needs of terminal operations.

Support P&ID development; maintain P&ID redlining & update through the course of the initial project, as well as all future projects.

Prepare control systems scope, specifications, requisitions, proposals, estimates, surveys and designs.

Pre-select & pre-qualify vendors, obtain bids, evaluate bids, award contracts and manage projects for the intended Migration project.

Review vendor equipment package drawings and designs, and support incorporation of the new control system content consistent with facility standards.

Prepare project scope, justification, cost estimates and return on investment evaluations, and lead in obtaining required expenditure approvals for implementation of the planned project stages.

Review vendor design details, drawings, cause & effects, control narratives and manuals.

Manage and monitor vendor’s progress throughout the life of the project to ensure facility standards, project scope and schedule are met.
