The Associate Director, Information Technology (IT) is responsible for collaborating with management and peers to translate corporate business objectives into IT-related strategic and tactical business plans. The incumbent in this role provides business leaders and IT management with overall information and technological positioning relative to the industry and corporate mission; ensures cost-effective design, development, engineering, integration, implementation, testing; and maintains platforms/systems in support of the company’s strategic business goals and information objectives. He/She also provides advice on a single discipline. The Associate Director, IT is involved in the process of preparing budgets and supports controlling and monitoring progress. The incumbent is also responsible for contributing to strategic planning by sharing insights and driving the IT strategy for the company aligned with business goals and needs.

ESSENTIAL JOB DUTIES/RESPONSIBILITIES:

  • Oversees design, engineering, testing and release of IT related solutions. Provides technology leadership in terms of making a feature release decision and provides hands on leadership to resolve post release issues as needed.

  • Works with Leadership to contribute on outlining strategic technology requirements for major capital expenditures that are recommended in future fiscal years, determined through a strategic planning process.

  • In alignment with the Company’s growth and direction, provides overall financial support in order to manage the development of budgets, controls, and measurements to monitor progress.

  • Responsible for its own function(s), including hiring, disciplining, performance management, development, and training; manages and directs the efforts of the assigned team.

  • Interacts with program sponsors, stakeholders, and various project members to ensure that specified business needs are met; assists in the post-implementation analysis to ensure that requirements are fulfilled.

  • Maintains staffing on the assigned organization(s); creates an environment that enables the staff to develop capacity for planning, assessment, implementation, and personal development in their work teams.

  • Cultivates and maintains productive working relationships with stakeholders.

  • May lead and/or execute projects with mid-impact level.

  • Accountable for project performance reporting – status, change/s, metrics, risk, issues and dependency management to relevant stakeholders.

  • Accountable for managing any delivery related escalations.

  • Maintains current technical knowledge in assigned fields and proactively identifies opportunities of improvement.

  • Develops and maintains effective and efficient workflow as well as ongoing operations, including process modifications; communicates changes to other process owners and/or those impacted.

  • Identifies trends and sees that implementation of corrective action is complete; informs others.

  • Provides and maintains service-level agreements to meet or exceed customer needs.

  • Masters Data Management leveraging tools to implement how you capture, integrate and share that MDM information.

  • Extensive knowledge of data enterprise software applications, integration, data security, interoperability and information exchange standard practices.

  • Leverages a deep understanding of the needs of data users to meet or exceed their expectations in how data is deployed throughout the organization

  • Establishes Standards:  Establishes enterprise standards – including a uniform and repeatable system development lifecycle methodology.

  • Collaborates with team and Product Management, Technology and other stakeholders to provide thought leadership around modern Cloud-based ETL, data modeling, data profiling/analysis, database design and data governance.

  • Performs other duties as assigned and modified at manager’s discretion.

  • Skilled in Microsoft Office Suite products including Word, Excel, PowerPoint and Outlook, plus a variety of other word-processing, spreadsheet, database, e-mail and presentation software

  • Knowledge of JSON, XML, HIPAA ANSI X12, FHIR, HL7 standards/formats, and File Transfer Protocols

  • Knowledge of ETL, SQL development, queries, database maintenance and data security

  • Technical skills with MySQL/MSSQL, Snowflake, Corepoint, database and scripting, Excel & pivot tables and other relevant technologies (i.e., Cloud, XML, HTTP, SOAP, REST) is required

  • Maintains current technical knowledge of HIE/TEFCA/QHIN trends statewide and nationally

  • Ability and willingness to travel locally, regionally and nationwide up to 10% of the time

  • Spoken and written fluency in English

  • This job requires use and exercise of independent judgment

EDUCATION AND EXPERIENCE CRITERIA:

  • BA/BS degree in Engineering, Computer Science, Information Technology or related field required OR additional experience above the minimum may be considered in lieu of the required education on a year-for-year basis
  • Master’s degree preferred
  • A minimum of 7 years’ related work experience as an IT professional and at least two (2) years of people leader experience is required
  • Experienced in Agile methodologies and environments
  • In-depth experience in analysis, implementation and evaluation of IT systems and vendors
