Job Description
The Associate Director, Healthcare Professional (HCP) Engagement Operations will be responsible for the overall tactical and strategic oversight of HCP engagement contracting and payments while achieving compliance and corporate objectives. This role will be pivotal in managing the day-to-day operations, formulating strategic recommendations, and implementing risk mitigation measures in a third-party managed services model.
Job Description
The Associate Director, HCP Engagement Operations will:
- Provide strategic direction and leadership for Otsuka’s Healthcare Professional (HCP) Engagement Operations, while ensuring alignment with organizational goals.
- Develop and implement harmonized strategy to achieve company-wide adoption of single HCP engagement technology to manage HCP contracting and payments.
- Provide oversight and empowered decision making for the end-to-end HCP engagement activities from the annual needs assessment to HCP payment disbursements.
- Oversee the external managed services provider to effectively and efficiently operationalize HCP engagement processes.
- Ensure HCP engagement activity requests / documentation submissions are audit-ready, compliant with relevant policies / regulations and align with Otsuka’s spend transparency reporting requirements.
- Liaison for internal and external stakeholders to ensure a seamless end-user experience across the HCP engagement and payment platforms.
- Manage relationships with internal and global stakeholders to maintain transparency, accountability and regulatory compliance over Otsuka’s transfer of value and expense reimbursements to HCPs.
- Lead continuous improvement to increase process efficiency, simplicity, speed of action and propose enhancements to the HCP compliance program that is informed by industry trends and best practices.
- Support data-driven insights, reporting and compliance monitoring through analytics.
- Develop and deliver ongoing training to system users. Monitor participation to ensure effectiveness and adherence applicable policies and procedures.
- Oversee platform service support requests to ensure vendor’s timely resolution of system/end user issues, break fixes and enhancements.
- Manage budgets related to HCP Engagement platform, managed services, and technical support.
- Maintain knowledge of applicable laws, regulations and compliance requirements related to HCP engagements and transfers of value to HCPs.

Requires demonstrated understanding of HCP engagements in the life sciences, pharmaceutical or biotech industry. Familiarity with HCP engagement technology for managing contracting and payments. Comprehensive knowledge of the Anti-kickback statute, Safe Harbor, Sunshine Act Reporting and CMS Open Payments.
Skills and Experience
Proven and demonstrated experience with process improvement and process optimization. Strong business acumen, analytical and problem-solving abilities with aptitude to synthesize large datasets to drive business strategies and decisions. Proven experience in managing relationships with external service providers, including monitoring vendor performance using relevant data and metrics. Strong customer service background with attention to details are required. Prior experience with successfully managing virtual teams and comfortable working within a matrix structure. Strong communication, leadership, influencing and stakeholder management skills.
Demonstrated ability to operate at both strategic and operational levels. Ability to exercise sound judgement, discretion and maintain confidentiality of data involved in HCP engagement process including application of organizational policy or procedures to a variety of situations. Must demonstrate the ability to discern matters that need to be escalated to Legal Affairs, Global Medical Affairs and Ethics & Compliance teams. Proven proficiency working with large datasets in Excel and PowerBI.

Education
At minimum, the ideal candidate will have a bachelor’s degree in business administration, pharmaceutical, healthcare administration or relevant field. Project management certification is highly desired. Minimum of ten years relevant work experience with managing HCP engagement contracting and payments in the life sciences industry is required. Management experience and/or experience with overseeing a hybrid and/or managed services team is required.
