POSITION SUMMARY:
The Adv ROW Specialist role and responsibilities include negotiating agreements and enforcing land agreements in place; establishing and maintaining positive relations with landowners; working with landowners, commercial businesses, contractors and other company personnel in assuring that Company assets are protected.
KEY RESPONSIBILITIES:
- Serves as principal contact for acquiring property, securing agreements and negotiating damages.
- Develops information relative to acquisition or disposition opportunities for pipeline and station rights-of- way, surface leases, permits, easements, and other documents; composes possible terms and basis for such acquisitions or dispositions and makes appropriate recommendations.
- Negotiates the purchase of pipeline rights-of-way, surface leases, easements, pipeline extension or additions, and other documents with industrial and commercial businesses, Federal, State and Local agencies and private landowners where required; prepares and procures execution of such instruments; ensures payments are completed.
- Interprets various agreements and easements and enforces restrictions or rights/privileges to the landowner or field personnel; interfaces with field personnel, Law and Management on various issues regarding executed agreements.
- Searches public and private records; makes investigations and inquiries to satisfy title requirements; completes various legal forms and instruments and obtains necessary signatures.
- Administrate planned and unplanned encroachments, including enforcing and interpreting various agreements and easements, and enforcing restrictions on rights/privileges to the landowner.
- Serves as primary contact for establishing and maintaining positive landowner relationships within the community; work to resolve landowner disputes amicably with the objective of protecting pipeline assets.
- Negotiates and issues damage payments with landowners resulting from pipeline releases, construction or maintenance work; estimates cost of damage; negotiates amount of damage payments.
- Assists with leading, tracking and monitoring Land Service Agents on major acquisition projects.
- Utilizes emerging technology such as global positioning systems(GPS) to analyze and manage information and communicate effectively to internal and external stakeholders.
- Mentor other ROW Specialist and team members.
- Assist Supervisor with development of Standards and department goals.
EDUCATION & EXPERIENCE:
- High school diploma required
- Bachelor’s degree preferred in business or applicable field
- Less than a Bachelor's degree may be acceptable if accompanied by extensive experience in positions that demonstrate required abilities and performance
- Land or ROW Management Certification desirable, but not required
- 5 Yrs. Experience in Right of Way Industry
- Knowledge of Property Rights and Property Interests
- Tribal experience preferred
- Travel 25% to 50%, as business needs
MINIMUM QUALIFICATIONS:
• High School Diploma or equivalent
Professional Level 1 (P1)
• < 2 years of related pipeline or ROW experience (contract land agent, in-house ROW or pipeline operations, title research or documentation)
Professional Level 2 (P2)
• 2 years of related pipeline or ROW experience (contract land agent, in-house ROW or pipeline operations, title research or documentation)
Professional Level 3 (P3)
• 5 years of related pipeline or ROW experience (contract land agent, in-house ROW or pipeline operations, title research or documentation)
Professional Level 4 (P4)
• 15 years of related pipeline or ROW experience (contract land agent, in-house ROW or pipeline operations, title research or documentation) or 5 years of related pipeline or ROW experience with a Bachelor’s degree in a related field (e.g. Engineering, Business, Law, Environmental) or 10 years as an in-house ROW specialist with 5 years of other professional experience
• Experience in program or process management, supervision, or be a Subject Matter Expert (SME) on specific ROW-related topics (e.g. Law, Abandonment, Negotiation, Encroachment Response)
Professional Level 5 (P5)
• Full CERT qualifications in Liaison and Community Relations
• 20 years of related pipeline or ROW experience or 10 years of experience with a Bachelor’s degree in a related field (e.g. Engineering, Business, Law, Environmental).
• 5 years of project, program, or process management experience or previous leadership experience or SME experience in all standard ROW matters
