Job Summary
Under minimal direction, formulates and defines system scope and objectives. Devises or modifies procedures to solve complex problems considering software application limitations, operating time, and form of desired results. Competent to work at the highest technical level of all phases of applications systems analysis and programming activities. May be responsible for completion of a phase of a project. Familiar with relational databases and client-server concepts. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks to support the customers and management. Prepares detailed specifications from which programs will be written. Designs, codes, tests, debugs, and documents those programs. Provides ad hoc reports and scheduled reports as requested. Regularly provides guidance and training to less-experienced analysts/programmers.
Essential Functions:

  • Analysis and Problem Solving. • With minimal assistance, evaluates user requests to determine feasibility and cost & time required. • Provides and/or implements recommendations and solutions. • Formulates documents and communicates plan outlining steps required. • Provide technical support and assistance as required to strengthen relationships between eHS and other DH departments and various Office Tools. • Implements change or perform necessary system changes as deemed necessary. Communicates and/or trains users in affected user departments. • Monitors daily maintenance and/or error reports for data accuracy and maintains records of quality control. • Performs necessary corrective actions for any rejections or notifies responsible department. • Performs analysis and institutes quality checks and measures for areas/ applications of responsibility. • Identifies and resolves system and procedural problems quickly and communicates to management and/or affected users. • Effectively gathers information and performs analysis to meet the requirements. (50%)
  • Communication and Documentation. • Communicates and intervenes appropriately with vendor or departmental personnel when required or requested to help resolve issues. • Maintain updated documentation for all procedures. • Ensures documentation is available for co-workers during absences. Remain current on reviewing Vendor, enterprise and departmental correspondence. • Make formal and informal presentations both orally and in writing. • Provides and maintains documentation as required or requested for application related training. • Completes work status and time allocation documentation as required. (20%)
  • Planning and Organization. • Plans and organizes time effectively. • Integrate priority changes into existing work plans. • Anticipates resource needs and plans accordingly. (20%)
  • Progressive responsibility. • Once properly trained, must respond to pages in a timely manner (according to department’s established performance standards, which include a 7X24 on-call rotation a minimum of once per month and can be more frequent as required) to customer inquires and resolve problems related to fault detection and isolation. (10%)


Education:

  • Bachelor's Degree Required


Work Experience:

  • 4-6 years Typically, five or more years experience in Healthcare Information Systems or a related field. Applicable programming or application support experience preferred. Required

    • Understands software and hardware requirements of varied departmental systems.
    • Understands the workflow and process requirements of complex application systems.
    • Demonstrated ability to be the subject matter expert in supporting, maintaining and administering complex applications..
    • Understands business function related to the application.
    • Ability to communicate with both technical and non-technical employees across the enterprise.
    • Demonstrated ability to program, and to write and perform system testing.
    • Mentors less-experienced analysts on application systems to help build knowledge, skill and ability.
