About this position:
As an experienced business development (BD) professional, you’ll help us to dream bigger as you drive the full lifecycle of BD activities to build, qualify, and manage a robust pipeline as well as assisting with startup operations for large projects. You’ll exhibit exceptional leadership qualities and be highly collaborative in helping to shape and win large, single award opportunities in partnership with capture and proposal teams and assist the Operations Team with getting large new contracts up and running and assisting with initial client engagement for new contracts.
You will have at least 8 years of experience working with state and local agencies with a specific focus on HUD funded community resilience and recovery as well as other grant funding that may become available because of Congressional appropriations to state and local agencies. We want you to bring your excellent industry and customer knowledge to open doors, facilitate partnering, and help craft compelling strategies that drive results. You should leverage your understanding of market trends, regulatory changes, and our competition to articulate an aggressive vision for growth in collaboration with business and practice leaders. You should use your network and industry knowledge to form strategic partnerships that enhance our service offerings and competitive position. You should be able to mentor seller-doers, fostering a culture of business growth. And you should be able to command a room as a dynamic public speaker, but also be able to use analytical, negotiation, and interpersonal skills that lead to productive relationships that support business expansion. Specific responsibilities will include:
- Identifying, shaping, and winning opportunities with an annual sales target of $20M with state and local agencies.
- Building a pipeline for 6+ quarters into the future for continued growth.
- Supporting overall divisional sales of at least 1.2 times annual revenue.
- Coordinating with business and practice leaders to identify, develop, and implement near- and long-term strategies to grow revenue and increase market share.
- Developing, nurturing, and sustaining customer and partner relationships that align with our market and geographic growth objectives.
- Developing teaming partnerships to pursue large opportunities.
- Engaging in conferences and industry events to stay informed about the trends and state of our business and meet with clients and partners to drive new business opportunities.
- Partnering with leadership to improve the quality and depth of competitor intelligence to influence pipeline growth and enhance win probability, leading to contract selection.
- Interacting regularly with senior management/executives from multiple areas within the company to include briefings and presentations on sales initiatives and outcomes.
- Assisting with start up operations of large contracts
- Serving as client liaison and providing client engagement on large contracts
Minimum Qualifications:
- Master’s Degree and 10+ years of overall experience with at least 8 years working with state and local agencies with a specific focus on HUD funded community resilience and recovery as well as other grant funding that may become available because of Congressional appropriations to state and local agencies.
- 5+ years of experience selling resilience and recovery services within the state and local market.
- 5+ years of building and executing client call plans, shaping solicitation requirements, and leading business development strategies in a collaborative, team environment.
- 3+ years of demonstrated and verifiable opportunities won, valued over $10M annually with state and local agencies.
- 5+ years of helping start up new disaster recovery engagements and contracts
Preferred Qualifications:
- 5+ years of demonstrated and verifiable opportunities won, valued over $20M annually with state and local agencies.
- Expertise in developing opportunities for program growth and actively proposing and pursuing contract enhancements and changes.
- Exemplary presentation and communication skills, including authoring white papers, responding to RFPs, and developing presentation materials.
- Demonstrate success in developing and presenting complex ideas to executive audiences and effectively articulating customer positions, status, and strategies to senior management in a clear, concise, and decisive manner.

- Proficiency in MS Office Applications and CRM tools (Word, PowerPoint, Outlook, Excel, Teams, and Microsoft Dynamics).
- Comfort leading by influence in a non-hierarchical environment, where collaboration is crucial to success.
