Job Description:
What You'll Do
Single point of accountability and governance for Discover and Diners international and domestic network policies and related documents. Accountable for the business decisioning for the full set of rules that govern our network. Responsible for the network operating documents; the structure, content, and decisions about what is required of participants to comply with our network. Owns the development of Network policies that have direct impact on all network participants, including merchants, acquirers, issuers, and other network participants. These policies and related documents establish the terms of how the network will operate such as technical expectations, regulatory obligations, data standards, contracts, and other obligations of network participants. Lead the development of high-impact rules to support products and capabilities, protect the brand, and ensure compliance with regulatory and legal requirements.
Key skills for success in this role include building collaborative relationships, influencing, communicating, negotiating, and deep knowledge of the payment landscape.
How You'll Do It

  • Own Network Policies, ensuring they support regulatory compliance, business goals, appropriate data standards, product definitions, commercial contracts, and participation obligations. Responsible for structure and completeness of all documents. Provides effective challenge, influences, and drives to ratify key decisions. Provide advisory support for PULSE network policies and program documents as needed.
  • Oversees a department of professionals responsible for global network policies. Team will proactively provide analysis, consultation and oversight around form and content of rules and related documents. Team collaborates with domain subject matter experts for required policy changes, ensuring operating rules are cohesive, consistent, and streamlined where possible. Attract, develop, and retain a high performing team in an enterprise environment.
  • Design, implement, and oversee the processes for granting and managing contractual waivers, non-compliance enforcement processes, and related management reporting across networks.
  • Collaborate with various stakeholders including Pricing, Product, Operations, Legal and Network functional management to ensure business goals are supported with network policy.
  • Function as Payment Services Regulatory Affairs lead, serving as the primary liaison between Payment Services and the Legal and Government Affairs teams to assess and implement any new regulatory or licensing initiatives. Ensures rules comply with applicable global regulations and supports all applicable governance processes. Participate in all applicable governance processes and support roll-related interactions with regulators.


Qualifications You'll Need
At a minimum, here's what we need from you:

  • Bachelors Administration and Management or Finance
  • 12+ years Financial Service, Strategy, Analytics, Technical Product Management, Regulatory, Policy, Legal or related
  • 4+ years Payments Industry Interaction
