The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

The Information Services and Digital Solutions (ISDS) Group, within OSC, is responsible for the product management, architectural design, development, and support of the business solutions to support policy creation, and adjudication and enforcement functions to contribute the development of national and global regulations.
Reporting to the Applications Services Manager, the Technical Lead for Dynamics 365 is responsible for providing technical leadership to their team members by providing support and advice with all the technical aspects of their job. The Technical Lead will provide architectural and design direction to the team and will ensure that daily, weekly, and monthly goals are achieved.
Key Duties and Responsibilities:
Leads a team of Information Technology resources
- Provides work direction, technical guidance and coaching to team members, contract staff and vendor representatives, monitoring project/assignment allocation and workloads, reallocating resources in light of changing business needs, resolving issues and ensuring ongoing work quality.
- Participate proactively in developing and maintaining IT standards, tools, and best practices.
- Identify and remove impediments and prevent distractions.
- Facilitate discussion and conflict resolution.
- Empower the team to self-organize.
- Be a reference for developers and design solutions and integration components in his/her area of expertise.
- Support and ensure peer reviews are done.
- Identify and execute on IT training plans.
- Monitor emerging trends and new product offerings, evaluating their feasibility and associated implementation costs, developing business cases, and providing recommendations on new technologies, equipment, tools, and services.
- Review and analyze existing application effectiveness and efficiency, and then develop strategies for improving or leveraging these systems.
- Manage the development and deployment of new applications, systems software, and/or enhancements to existing applications.
- Is proactive in suggesting enhancements and technological choices in his/her field of expertise.
- Oversee technical mandates from ISDS management and the Enterprise Architecture team
- Advise the technical teams by suggesting corrective measures to meet project objectives whenever necessary.
- Monitor quality of solutions developed by the team, ensuring final products are developed and delivered in accordance with established quality and performance standards, OSC priorities, policies and procedures and within expected budgets.
- Carry out performance assessments in collaboration with the Application Services Manager and identifies skill development and training opportunities.
- Participates in the hiring and training process of technical personnel.
Manages relationships with internal and external stakeholders, ensuring services provided and team activities support stakeholder needs, and that project plans and initiatives are implemented and effectively managed.
- Works with Product Owners, OSC Branches, Information Security, and Enterprise Technology Services to identify opportunities to use technology to improve the OSC’s operations and ability to achieve business objectives.
- Provides technology advice to senior management, product owners and other OSC staff in technology and business processes.
- Works closely with Product Management and Business Process Owners to analyze and design business requirements.
- Maintains strong working relationships with contractors, outside service providers, and vendors to keep abreast of new products and available tools and technologies, facilitate request for service/proposal processes, resolve issues, and manage quality and performance of products and services provided.
- Works closely with Enterprise Architecture team by providing input in the architecture and design decisions, tools selection, by being a voting member of the ARB and understanding the architecture mandate to ensure the team follows and supports the mandate.
Ideal Qualifications:
- Dynamics Technical Leadership (KEY SKILL): Minimum 10 years of experience in applications and integration components development and operations with a focus on Dynamics 365.
- Dynamics 365 Expert (KEY SKILL): Deep hands on knowledge of Dynamics 365 configuration, customization, development (Power Platform, Logic Apps, Power Portal, Java Script, .NET, etc.) and reporting.
- Dynamics 365 Solutions Architecture (KEY SKILL): Strong knowledge of Dynamics 365 environment management, solution management and deployment.
- Dynamics Security: Hands on experience with Dynamics Security Model.
- Good understanding of Workday is an asset
- Development Methodologies: Thorough understanding of agile software development methodologies, values, and procedures. Strong Scrum Master experience; strong knowledge of governance processes and practices, software systems, systems integration, and application lifecycles in a large IT environment with multiple stakeholders.
- Integration Tools: Experience with integrations with Microsoft and Third Party Tools; experience working with Visual Studio, Source Code and versioning management, branching and merging code.
- DevOps Tools: Direct, hands-on experience with automated software deployment and code management practices and tools; Experience using CI/CD tools like Jenkins, SonarQube, Docker, Elk, JIRA, Microsoft DevOps Tools etc.
- Critical Thinking: Strong analytical and problem-solving skills with a high attention to detail; creative and efficient in proposing solutions to complex, time-critical problems.
- Project Delivery: Experience working in a team-oriented, collaborative environment; self-motivated and capable of managing multiple priorities and tasks as delegated; ability to deal with multiple projects and deadlines.
- Communications and Interpersonal: Strong oral and written communication skills; excellent listening and interpersonal skills; ability to work with diverse personality types; strong customer-service orientation; ability to communicate ideas in both technical and user-friendly language.
- Education: Undergraduate degree in Computer Science or equivalent discipline.
