Senior Proposal Strategist Industry/HSE

Position Summary
Thales is looking for an Sr Proposal Advisor Industry/HSE, whose roll will support the Capture Lead and Bid Manager in preparing, coordinating and responding to customer’s RFP with focus on HSE and Industry topics.
Key Areas of Responsibility
- Coordinate and oversee the structured preparation and planning of activities related to the assembly and system test of Thales Navigation Products. Interface with NORAM procurement regarding procurement validation process and pricing from suppliers. Support the bid team on any strategic supplier / teaming agreements for customer proposals.
- Facilitate discussions between engineering and industry on the test bench strategy and approach. Approach needs to consider module level development testing, first article test activities, production test environment, and future depot support activities.
- Recommend and support the development of a differentiated depot strategy for a variety of customer orders. Develop cost inputs for test benches and depot strategy.
- Identify, plan for and cost all facility related expenses and activities required to support in-plant test and evaluation for new products. Including any subcontracted activities required during the performance of and first article testing (e.g. Thermal Vacuum chamber access via lease or purchase.).
- Support Industry in the developing a cost effective approach and methodology to production testing of new NAVAID systems. Support Thales Industry lead in preparing any related proposal materials associated with full rate production processes (if required). Identify and mentor Thales staff that can assume these responsibilities for any key programs identified at the onset of the contract period.
Minimum Qualifications
- Must be a US Person as defined in applicable law.
- Bachelor’s degree in a related and appropriate field of study with a minimum of 9+ years of relevant work experience. 8+ years of work experience in a technical delivery environment. Demonstrated ability of project management with the US DoD or FAA contracts. Multiple past submission of 100M+ USD Proposals to the US Government.
- Knowledge and experience with Federal Acquisitions Regulations (FAR) and Defense Federal Acquisitions Regulations (DFAR). Capacity to work in an international and multicultural environment.
- Proficient with Office tools – MS Excel, MS Word. Ability to stay cool under pressure.
- Can delegate tasks with a high level of integrity. Excellent written and verbal communication skills.
- Ability to collaborate with engineers, project managers, marketing personnel, consultants and industry partners across multiple cultural domains in the proposal preparation process.
Special Position Requirements
- Schedule: First Shift, 8AM-4PM Monday through Friday; Hours Monday-Friday 8 hours per week.
- Travel: domestic and/or international travel to perform the essential functions of the position; 4 times / year.
