Job Summary

TYLin is seeking a seasoned and highly motivated Senior Project Manager specializing in Project Development & Environment (PD&E) to join our growing Transportation and Transit practice in Florida. In this role, you will serve as a subject matter expert leading complex PD&E efforts for transit and transportation infrastructure projects across the state. Your leadership will shape the development of key projects and help guide clients through environmental and planning processes with strategic insight and technical excellence.

Responsibilities & Qualifications

Key Responsibilities

Strategic & Technical Leadership

  • Serve as the recognized PD&E subject matter expert within the Florida market, particularly in transit and multimodal transportation initiatives.

  • Lead the development and implementation of PD&E studies in compliance with NEPA, FDOT, FTA, and other regulatory guidelines.

  • Provide technical guidance and oversight on alternatives analyses, environmental impact assessments, feasibility studies, and corridor evaluations.

  • Act as the primary author or reviewer for technical documents, ensuring consistency with federal, state, and local requirements.

Project Management & Delivery

  • Direct and manage high-complexity projects with minimal oversight; oversee all phases from scoping and budgeting to stakeholder engagement and final delivery.

  • Identify risks, manage scope changes, and ensure adherence to schedule and budgetary commitments.

  • Provide oversight to interdisciplinary teams, including environmental scientists, planners, engineers, and subconsultants.

  • Modify project criteria or strategies as necessary to meet client objectives and regulatory expectations.

Client Engagement & Business Impact

  • Act as a key client contact, building trusted relationships with public agencies, municipalities, and transportation authorities.

  • Participate in business development by contributing to proposals, marketing efforts, and strategic planning.

  • Represent the firm in meetings with FDOT, MPOs, and transit agencies, demonstrating credibility and expertise in PD&E.

  • Promote the firm’s image as a reliable partner for environmental planning and project development services.

Team Development & Mentorship

  • Provide mentorship and technical leadership to junior and mid-level staff within the PD&E practice.

  • Participate in staff development through training, coaching, performance evaluations, and knowledge-sharing.

  • Contribute to recruiting efforts and help grow a strong, capable PD&E team.

Qualifications

  • Bachelor’s or Master’s degree in Environmental Science, Planning, Civil Engineering, or a related field.

  • Minimum 15 years of progressive experience in Project Development & Environment (PD&E) projects, with a strong background in transit and transportation infrastructure in Florida.

  • Deep understanding of NEPA, FDOT PD&E Manual, FTA guidelines, and related state/federal permitting processes.

  • Proven experience leading complex PD&E studies from inception through approval.

  • Strong communication and leadership skills, with the ability to influence internal teams and external stakeholders.

  • PE, AICP, or other relevant professional designation strongly preferred.

Preferred Skills & Attributes

  • Demonstrated success working with FDOT, FTA, and Florida transit agencies.

  • Experience navigating the Efficient Transportation Decision Making (ETDM) process.

  • Ability to lead and inspire high-performing, multidisciplinary teams.

  • Public speaking and/or publication experience in the transportation or environmental planning space is a plus.
