Primary Function: Will play a central role in advancing priorities and key projects within New America’s Center on Education & Labor.
The senior policy analyst (SPA) will contribute to projects across CELNA’s technical assistance, research, and communication strategies, and should bring to the role a mix of analytical, communication (verbal and writing), facilitation, and project management skills, as well as a commitment to working in an organization that values and promotes diversity, equity, inclusion, and anti-racism. The SPA will be staffed primarily on apprenticeship-related projects, but may also support and manage projects relevant to the broader CELNA portfolio. The SPA will have an opportunity to co-develop and lead new apprenticeship-related projects over time.
Responsibilities:
- Develop and manage relationships with leading practitioners, strategic partners, and external experts to advance CELNA’s technical assistance, research, and communication strategies.
- Lead and support the design, planning, and execution of events, including webinars, workshops, and summits, to facilitate learning across practitioners, policymakers, and other key stakeholders.
- Develop tools, resources, and other technical assistance products to support program & policy development and systems change efforts at the local, state, and federal level.
- Lead research and reporting projects focused on program and policy issues at the intersection of post-secondary education and skills development, with special emphasis on apprenticeship and career and technical education.
- Represent New America at external events, including occasional panels, conferences, and symposia.
- Perform other duties as assigned.
Qualifications:
- Strong research, writing, editing, and verbal communication skills, and the ability to communicate complex ideas clearly and concisely for public audiences
- Experience managing projects and supporting program implementation and/or systems-change initiatives in partnership with public institutions and agencies
- Strong organizational skills and the ability to work across teams and to prioritize multiple streams of work to meet internal and external deadlines
- Experience designing and delivering technical assistance related to education, workforce, or economic development programs and policies
- Excellent work ethic matched by openness to feedback and collaboration
- Commitment to working in an organization that values and promotes diversity, equity, inclusion and anti-racism
- At least 5 years of relevant experience related to apprenticeship, career and technical education, workforce development, economic development, or higher education policy required for the policy analyst position
Compensation and Benefits: This position is a full-time role with benefits. The annual salary will be between $90,000.00 – $100,000.00, depending on experience.

Physical Requirements:
- This position is hybrid, working from home and in an office environment and sits at a desk for extended periods of time and requires dexterity to operate general office equipment;
- The person in this position will frequently communicate with peers, management, company partners/vendors, and the general public, and must be able to exchange accurate and timely information verbally and in writing; and
- This position may require frequent walking, bending, kneeling, and standing, and will require sitting for extended periods of time.
Work Environment: The work environment is in an indoor office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets
