The Advanced Products & Solutions Business Unit (SBU) is offering a dynamic opportunity for a Senior Manager, Contracts within the EOIR Solutions program area. We seek a seasoned professional to provide oversight and leadership to a team of Contracts Professionals supporting the Global ISR portfolio. This portfolio primarily involves Foreign Military Sales (FMS) and opportunities for Direct Commercial Sales (DCS) focused on the development, production, and technical assistance of Multispectral Airborne Reconnaissance Systems.
In this role, you will be responsible for direct supervisory duties while leading the initial assessment of business pursuits, proposal preparation, contract negotiation, contract management, and extensive customer engagement. These responsibilities ensure proper contract acquisition and the fulfillment of contract requirements in alignment with company policies, legal standards, and customer specifications.
Your role will require the regular application of robust business acumen and subject matter expertise to comprehend program performance requirements, provide strategic guidance, and influence outcomes to support program and financial objectives. Additionally, the Senior Manager, Contracts will collaborate closely with Program Management, General Counsel, and cross-functional peers. This collaboration supports internal program reviews, program management reviews, business strategy sessions, proposal assessments, risk management activities, and all other contractual matters impacting the portfolio.
The ideal candidate will have a proven track record in Foreign Military Sales (FMS), Direct Commercial Sales (DCS), contracting including terms and conditions, FAR/DFARS, the Letter of Offer and Acceptance (LOA) process, Undefinitized Contract Actions (UCAs), and risk mitigation throughout a program's lifecycle.
What You Will Do

Provide sound contract administration to meet customer obligations, achieve company objectives, and comply with company policies.

Professionally represent Raytheon on contractual transactions and work closely with customers to develop business relationships.

Partner with Key Program Functions in the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts implementation, as well as general contract administration.

Effectively manage contractual scope and terms and conditions to ensure work is performed to the overall contract scope.

Work closely within cross-functional teams to construct, submit, and negotiate Terms and Conditions and pricing proposals, examine, and understand cost structure estimates of labor, material, engineering services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.

Effectively communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions.

Implement strategies to improve acquisition timelines and customer pace of contractual actions.

Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders.

Provide strategic advice and guidance on numerous contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes.

Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards.

Coach, manage, and strategically lead the EUCOM contracts team to continuously improve the overall quality, capability, and bench strength of the contract's organization.

Ability to travel approximately 10-20% domestic and international.
Qualifications You Must Have:
-
The position typically requires a University Degree or equivalent experience, with a minimum of 10 years of relevant experience. Alternatively, candidates with an Advanced Degree in a related field should have at least 7 years of experience. Experience in Foreign Military Sales (FMS) contracting for development, production, sustainment, services, or similar.

Experience in Direct Commercial Sales (DCS).

Direct experience in developing proposals, including both sole source and competitive pursuits.

Contracts negotiation experience.

Experience in data research, fact-finding, and data analysis.

Willingness to travel internationally.

Ability to travel domestically to customer and RTX sites, approximately 20% of the time.

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
