JOB SUMMARY

The Senior Information Technology (IT) Integrated Systems will have overall responsibility for operations and management of all Radio, web application related systems and services at Balad airbase in support of the F-16 Training Project at Balad Air Base. This position will follow established procedures to provide ongoing preventive maintenance and failure resolution of systems and support equipment, creating and updating circuit and equipment records. Responsible for all things related to Radio Communications, Microwave, Very Small Aperture Terminal (VSAT), and other radio communication systems. Also responsible for designing, developing, and maintaining web applications, including database development and administration, Apache HTTP server setup and maintenance.                                                                                                                                                    

DUITES AND RESPONSIBILITIES

• Installs, removes, tests, maintains, programming, and repairs communications equipment or systems, including but not limited to, base and mobile two-way radios, antenna systems, emergency warning systems, and other state-of-the-art electronic communications measuring and surveillance equipment.
• Manage Balad Airbase radio spectrum in accordance with mission needs.
• Provide field modifications, develop, and construct circuits, systems and peripheral communication assemblies using the manufacturer’s instructions, best practices, and industry standards.
• Radio frequency (RF) circuitry and propagation, digital circuitry, solid state circuitry and A/C circuitry.
• Checks frequencies and solves interference problems by troubleshooting using diagrams, drawings, blueprints, checklists, maintenance manuals, and schematics.
• Install, test, tune, and align duplexers, pre-selectors, repeaters, base stations, mobiles, and portables.
• Maintain, configure digital radio dispatch consoles.
• Conduct monitoring of microwave and essential Radio network, daily, to ensure the availability and reliability of the network.
• Optimization/calibration of equipment to manufacturers specifications.
• Install, maintain, and configure digital voice recording systems (DVRS).
• Ensure stability of VSAT network by maintaining, configuring/reconfiguring, and monitoring for defects or issues.
• Maintain, troubleshoot, upgrade, and other duties to ensure the Zetron communications systems are operational.
• Perform preventative maintenance on all essential Radio equipment (Repeaters, duplexers, Base Stations, VSAT, Loudspeaker, etc.).
• Install and repair equipment and systems where little or no documentation is available.
• Practice and use Safety/QA/QC/OSHA best practices when performing duties.
• Be able to properly operate test equipment, to include service monitors, spectrum analyzers, T1 testers, power meters, and RF cable analyzers and provide expertise to other team members.
• Set up, maintain, and troubleshoot Apache web servers.
• Maintain databases such as MySQL and MSSQL.

• Provide technical support and maintenance for existing web applications.
• Design and develop the front-end and back-end for the web applications according to the customer instructions and needs.
• Maintain and administer application development using HTML, CSS, PHP, JavaScript, jQuery, and AJAX with MySQL back-end database repository.
• Document procedures, projects, and systems.
• Provide IT management with estimates of manpower resources, time, and costs for materials and equipment to upgrade and maintain communication systems.
• Preparing budget reports and correspondence related to the activities of communication maintenance.
• Reviewing work order requests and established priorities of assignments.
• Ensure that the requirements of the Performance Work Statement (PWS) are met in terms of technical performance and licensing.
• Maintain a healthy working relationship with all directors and managers on the project. Will be the primarily point of contact and need to ensure team-based approach is effective and productive.
• Accountable for the accuracy and thoroughness of departmental records (SOP/Policies/etc.) and reports.
• Ensure continuous operations of radio communications systems.
• Perform other duties as assigned.

QUALIFICATIONS

• C++ Developer, Python Developer, C+Developer, PHP Developer, SQL Developer, , Bash / Shell, PowerShell. (Required).
• Radio industry certifications or formal education, training, and experience in radio operations, maintenance, and repair services (Required).
• A minimum of 7 years of experience in repairing electronic communications equipment.
• Familiar with the United States Air Force security manuals and procedures.
• Must be thoroughly familiar with standard base defense strategies.
• Ability to produce clear, concise reports of sufficient quality to be presented to clients, corporate management, United States and Iraqi Government, and political officials.
• Excellent communications skills and ability to create and maintain positive working relationships under duress.
• Must have strong analytical skills with the ability to anticipate and mitigate issues before they develop into larger concerns.
• Have excellent administrative and IT skills, including organization and maintenance of records (digital and paper).
• Have an excellent eye for detail and strict adherence to approved processes and procedures.
• Consistently demonstrate integrity, loyalty, and commitment.
• Be able to understand cultural factors and sensitivities when working with Iraqi military and Iraqi civilian coworkers.
• Highly organized and adaptive to frequent change.
• Have the ability to work in harsh climatic conditions and under austere living conditions with the potential for an element of danger.
• Must have a minimum of three (3) years of experience gained in the employment of a private security company in a security leadership role, law enforcement, other government agency, or a combination thereof.
• Must have at least three (3) years of leadership experience in the security field, directly supervising personnel or teams.
• Must have a minimum of one year of deployment time in a hostile environment gained through a military, government agency, private security company, or a combination thereof.
• Have five (5) years of experience working with Motorola Astro P-25 Phase 3 (TDMA) radio equipment, troubleshooting and communication systems (analog, digital and encrypted).
• Have three (3) years of experience with Motorola CPS programming, radio template development, flash upgrading and KMF, KVL and authentication.
• Have three (3) years of experience with Motorola CPS OTAP (over-air programming), OTAR (over-air rekeying) and Motorola Radio Management programming.
• Have some experience in PHP OOP, Laravel, JavaScript, jQuery, AJAX, JSON, Bootstrap, HTML, CSS, and MySQL.
• Have a strong understanding of MVC Laravel framework.
• Preferably familiarity with IBM MAXIMO Applications.
• Have three (3) years of experience with VSAT.
• Have three (3) years of experience with Zetron communications systems.
• Have at least four (4) years of RF electronics experience.
• Must be able to read and understand electronic drawings, schematics, and documentation.
• Must be able to troubleshoot and repair at component-level electronic equipment from schematics.
• Must have excellent verbal and written communication skills.
• Ability to carry out instructions and resolve problems in a timely manner.
• Must be willing to work shift work which includes nights and weekends.
• Ability to work in a team in an international environment and matrix organization

PREFERRED QUALIFICATIONS

• 5 years must have included the repair of two-way FM radios.
• Motorola certifications

PHYSICAL REQUIREMENTS AND WORK CONDITIONS

• Work is normally performed in a typical interior/office work environment.
• Work involves sitting and standing for prolonged periods of time.
• Must be able to lift items that weigh 50 lbs. on a regular basis.
