Title: Senior Grant Manager

The Senior Grant Manager will oversee the full lifecycle of federal government grants, contracts, and procurement activities. This position requires expertise in grants management, acquisition planning, contract administration, and compliance with Federal Acquisition Regulations (FAR) and applicable grant policies. The ideal candidate will provide technical guidance, ensure efficient resource use, and drive operational excellence in meeting federal program objectives.
Key Responsibilities
Grant Management:
- Oversee cradle-to-grave grant management, including planning, awarding, administering, monitoring, and closing out federal grants.
- Develop and review grant applications, proposals, and budgets for compliance with federal regulations.
- Monitor grant-funded programs to ensure proper allocation of funds, reporting, and achievement of program goals.
- Prepare, negotiate, and execute grant agreements and modifications.
- Provide guidance and training to stakeholders on grant compliance, reporting requirements, and policies.
- Conduct audits, resolve compliance issues, and prepare necessary documentation for grant closeouts.
Contract Specialist Duties:
- Manage the full lifecycle of federal contracts, including pre-solicitation, source selection, award, and post-award activities.
- Conduct market research to identify viable acquisition strategies and procurement solutions.
- Draft and review Statements of Work (SOW), Requests for Proposals (RFP), and solicitations to ensure clarity and compliance.
- Evaluate contractor proposals, conduct negotiations, and prepare award documentation.
- Oversee contractor performance, ensuring deliverables meet quality and timing standards.
- Manage contract modifications, option exercises, and renewals.
- Resolve performance issues and ensure compliance with FAR and other applicable regulations.
Procurement Responsibilities:
- Develop acquisition strategies and manage the procurement process for supplies, services, and equipment in compliance with FAR and agency-specific regulations.
- Prepare cost/price analyses and ensure adherence to procurement best practices.
- Review and approve purchase requests, solicit bids, and award contracts within delegated authority.
- Monitor expenditures, manage budgets, and ensure cost-effective procurement.
- Ensure procurement activities meet small business set-aside goals and federal socio-economic program requirements.
Qualifications
Education and Experience:
- Bachelor’s degree in business administration, public administration, finance, or a related field. Master’s degree preferred.
- Minimum of 8–10 years of experience in federal grants management, contracts, and procurement, including supervisory or leadership roles.
- DAWIA or FAC-C Level II/III certification is strongly preferred.
Skills and Knowledge:
- In-depth knowledge of the FAR, OMB Circulars, and federal grant regulations.
- Expertise in acquisition planning, pre-award processes, cost/price analysis, and contract administration.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent written and verbal communication abilities, including the capacity to prepare technical documentation and reports.
- Proficiency in using contract and grant management software such as PRISM or similar tools.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
