The Buyer Senior is responsible for procurement of materials, components, supplies and/or services for the company in accordance with Procurement procedures, contract requirements and federal acquisition regulations. Works with local and international suppliers to formulate purchase agreements and arrange shipment and receipt of materials for assigned program.

Essential Responsibilities:

1)     Establishes source of supply, negotiates price, delivery date, terms, and other necessary commitments based upon authorized requisition and complies with company policies and federal regulations.

2)     Manage the procurement process from the development of the Request for Quote through negotiations, and execution of a Purchase Order, while documenting the procurement file in accordance with procurement procedures.

3)     Provides guidance and information to requester that includes communication of procurement actions, or status and assist with special or complex requirements.

4)     Adheres to Procurement procedures to assure follow-up and administration of purchase order and subcontract files. Coordinates requisition requirements with requester.

5)     Provide input to overall procurement strategy and support the development of new capable suppliers. Monitor performance to procurement goals and objectives and identify opportunities for improvement.

6)     Performs supplier evaluation and selection for critical and complex procurement requirements.

7)     Negotiates and settles disputes with suppliers related to poor performance, late deliveries, invoicing issues, and non-compliance with DI terms and conditions.

8)     Provides pricing in support of Business Development or proposal efforts as required.

9)     May lead team members to provide work direction and completion of assignments.

10)   May require site visits in support of establishment of new or existing suppliers.

11)   Participate in continuous improvement projects and mentor Buyers and Associate Buyers.

12)   Trains buyers on company procurement policies and procedures.

13)   Interfaces with Procurement leadership. to provide status, input, and communicates with other departments.

14)   Responsible for compliance of procurement procedures in maintaining an approved Purchasing System.

Perform all other position related duties as assigned or requested.

Minimum Position Knowledge, Skills, and Abilities Required:

Bachelor’s degree in Purchasing, Supply Chain Management or related area.; Two (2) years of relevant experience above that which is required for the role may be substituted for each year of the four (4) years of college.· Five (5) years of progressively responsible experience in a buyer or procurement role, preferably in a government environment.· Additional education/experience may be required by contract or assignment.· Certification(s) in Procurement desirable.. Advanced knowledge of program procurement processes, BPAs and contracting.· Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation (DFAR) preferred.· Knowledge of various computer programs required (ex: Word, Excel, etc.).· Excellent communication, effective leadership and interpersonal skills.· Good negotiation and decision-making skills.· Ability to plan, organize and handle multiple tasks independently.· Ability to obtain a security clearance.· Additional knowledge/skills may be required by contract or assignment.

Work Environment, Physical Demands, and Mental Demands:

CONUS: Generally, works in normal office environment or remotely, but may be required to travel domestically and internationally on short notice, to austere environments, under harsh living conditions.
