TheSenior Advisor under the leadership of theHaiti Country Director and the Vice President, Technical Units will guide the technical implementation of the strategic vision and leadership for all climate change mitigation programming in Haiti and around CORE’s portfolio. S/he is to ensure the delivery of quality programs, maintaining/expanding donor and government relations, budget management, security and operations management, and developing a motivated and professional team.
The Senior Advisor will serve as direct programmatic and technical lead in oversight of CORE’s Climate Change Adaptation and Mitigation portfolio in Haiti. This position will be responsible for the strategic planning, implementation, management and evaluation of CORE’s programs focused on improving climate resiliency and climate change adaptation/mitigation in Haiti.
Reporting to the Country Director, theSenior Advisor will work closely with, and receive support from headquarters senior management, as well as programs, partnerships, operations, and communications staff.

Main Resposibilities:
- Strategy and Management
- The Senior Advisor will work closely with the VP of Partnerships & Programs, Senior Director of International Programs and HQ programs team, manage annual review and implementation of CORE’s Climate Pillar;
- Lead and engage effectively with team members on CORE’s organizational Climate Pillar.
- Support the leadership of a cohesive and effective local management team, promoting collegiality and professionalism among peers and conduct regular senior management team meetings and communicate decisions to CORE Haiti local staff.
- Coordinate effectively and communicate regularly with CORE’s offices in PaP, Haiti’s southern departments, US and Globally.
- Support program developed according to CORE’s program quality standards;
- Support the implementation and oversight of well managed assessment, design, and proposal development processes, prioritizing beneficiary engagement in design and ensuring gender equity issues are highlighted;
- Promote a team approach and positive learning environment utilizing country wide resources in program design and operations.
- Commit to improving CORE Haiti’s ability to effectively collect, analyze, and utilize program measurement data to achieve our organizational mission and goals.
- Strengthen program and support staff’s understanding of partnership principles, partner relationship management and mentoring and develop CORE as a partner of choice for major local and international donors;
- Maintain and expand participation with local government, local stakeholders and relevant policy and coordinating bodies;
- Work with partners to ensure that program activities are reported upon in a timely, accurate and well-presented manner, in compliance with CORE and/or donor requirements;
- Develop and maintain effective working relationships with all stakeholders in Haiti - including community leaders, NGOs, and government ministries/authorities.
- Ensure that robust design, monitoring, evaluation and learning, and quality assurance and control (QAC) systems are in place with support from the Compliance Team, are adhered to and used as a decision-making tool, encouraging consistency and best practice across climate programming;
- Ensure that clear systems of accountability are in place to protect the beneficiaries and provide them with a feedback mechanism on the program of direct supervision;
- Provide ongoing training and guidance to staff on M&E best practices.
- Develop a clear funding/resources mobilization strategy for Global Climate programming.
- Maintaining and expanding the country donor and financial portfolio based on the needs.
- Pursue new sources of donor funding and maintain adequate donor funding levels to sustain identified program and support activities,
- Leadership in proposal design and development, ensuring timely submission and providing inputs when applicable.
- Remaining aware of donor funding intention.
- Establish country partnerships to allow for collective organizations efforts through consortia.
- Represent the organization and liaise with local and national authorities, UN, NGO, and donor agencies, to promote the organization’s programs, facilitate successful coordination of activities and ensure transparency and accountability to all stakeholders.
- Establish and update contact details of potential Donors in-country.
- Participate in Donor meetings and communicate relevant information to HQ.
- Work with key Partnerships & Development team o develop and maintain optimum financial and programmatic relationship
- Ensure maximum visibility of the CORE amongst the NGO community.

Scope and Travel:
- Primary travel expectation will be to Haiti up to 25%; an additional 10% for other coordination as assigned.
Qualifications:
- University degree in related field or equivalent international program management and development experience at senior level;MA Preferred.
- Degree, education or certifications in natural resource management, environmental sciences, environmental policy/planning, etc. is preferred. Experience using GIS for spatial analysis and tools used for carbon accounting is a plus.
Experience:
- Minimum 8 years of relevant experience; 4 within environmental science, sustainability or similar field;
- Previous experience working in Haiti;
- Experience and knowledge in Climate Change adaptation/mitigation program design and implementation;
- Demonstrate expertise in ecological themes including ecosystems, biodiversity, etc.
- Experience of working with local stakeholders - demonstrated ability to collaborate with peer agencies, local government and community leaders to work effectively towards a common and agreed-upon results;
- Experience managing development programs in areas affected by conflict and insecurity;
- Demonstrable experience in capacity building and training of partners (civil society, public and/or private sectors);
- Demonstrate experience with projects that demonstrate sustainability, flexibility and adaptability.

- Proven abilities in all aspects of project design and implementation;
- Strong understanding of major donor requirements and compliance issues;
- Strong management skills with good understanding of relevant cross-cultural issues;
- Fluent written and oral communication in English is critical and required.
- French and Haitian Creole preferred.
