Leidos Dig Mod Health IT division is seeking a Quality Assurance Engineer for a large network services opportunity supporting a Health Agency in Montgomery County, MD. Quality engineers are responsible for developing, implementing, and maintaining technical quality assurance and control systems to prevent defects in delivered products. Duties may include defining and implementing standards, methods, and procedures for inspecting, testing, and evaluating the precision, accuracy, and reliability of client and/or company products. Using existing or developed systems, identifies failure trends and verifies consistency of design standards throughout the entire product lifecycle, from design through delivery. Analyzes post-delivery reports and feedback for trends and recommends actions to correct procedural, product, or process deficiencies.
Primary Responsibilities

Provide on-site support to the health agency in MD.

Review ticket content to ensure quality standards

Generates and maintains the program's Quality Assurance Plan to meet contract requirements
-
Establish a tailored process baseline (TPB) for the program.

Support the creation and delivery of SLA definition, analysis and reporting
-
Develop Internal Audit schedule and execute.
-
Identify opportunities for improvement and facilitate structured improvement activities (e.g. kaizens, VSMs, etc) as appropriate.

Analyzes and maps the risks, issues with opportunities and proposes mitigation solutions.

Develop training plans, SOPs, knowledge articles relevant to group technical focus areas
-
Ensures quality assurance processes are followed, and quality products and services are delivered
-
Develops or oversees the development of work products and deliverables per the approved plans and contract requirements. Support the development and delivery of contract deliverable documentation, reports, plans and analysis and Customer meetings

Maintains sufficient organizational freedom to act on all quality matters
-
Raises quality assurance issues and concerns to the program manager, program oversight, and other levels of management, as needed
-
Understands the contract quality assurance requirements and provides direction to the program team in compliance with the contract
-
Plans and implements quality assurance activities for the program including independent review of key deliverables
-
Implements an appropriate quality system, building quality into the processes and solution at all levels to prevent quality problems

Ensures that the program quality management system meets contract and Leidos requirements
-
Interfaces with customer and subcontractor quality assurance points of contact
-
Conducting assessments and evaluations of products, systems, or processes to verify performance, reliability, and compliance with specifications.

Provides leadership and interprets quality-related to statistics for standards (i.e. ISO-9000/20000/27001, CMMI) inspection techniques, calibration, testing, and audits

Measures and reports on quality indicators and metrics

Provides quality training to the program team as required

Coordinates replies to customer concerns related to quality

Leads audits and supports verification activities
-
Reviews technical data (e.g., drawings, work instructions, purchase orders) to assure quality requirements are correctly applied

Provide quality assurance support to relative areas: breakdown structure, and centralized administrative, clerical, documentation, and other related functions in support of the quality execution and reporting of the contract.

Meet weekly, or as directed by the Government, to discuss quality assurance/control findings, recommended solutions, etc. (share findings between Contractor and gov and work together toward finding solutions)

Provide a Quarterly NS Management Satisfaction Survey that provides a Baseline of the Contractor’s performance requirement to assist the Government in evaluating workload by Tasks Area, skill compositions and resourcing (e.g., technology, staffing, training, etc.).

After the transition in period, establish baseline performance and report quarterly thereafter.

Complete Annual Section 508 reporting and ensure all reports submitted are 508 compliant

Support Risk Management Reporting

Coordinate with stakeholders (i.e. Customer, vendors, OEMS, and other contractors) to perform root cause analyses (RCA) and document and address incidents as necessary within time thresholds specified for contract performance standards.
Basic Qualifications

Six Sigma Green Belt

Requires expert knowledge of and ability to apply advanced technical principles, theories, and concepts.

Experience evaluating business needs and requirements to identify appropriate solutions.

Experience applying an iterative approach to project or program delivery; this includes adapting to changing requirements, fostering collaboration, and rapidly delivering high quality solutions.

Understanding the collection, processing, and evaluation of data to generate actionable insights and forecasts for decision making.
-
Demonstrated ability for oral and written communication with the highest levels of management and delivery of required reports in accordance with formal contractual agreements.
-
Strong leadership skills in delivering technical presentations and reports for leadership and customer communication.
-
Experience conducting training, performing quality audits, measuring and gathering metrics and reporting to senior leadership.

Experience executing process improvement for large scale programs.
-
BS degree and 8-12 years of relevant experience or Masters 6-10 years relevant experience.
Preferred Qualifications
-
Six Sigma Black Belt, ITIL 4 or PMP certifications.

Experience executing software to find any defects or bugs and validate it behaves as expected.

Research, evaluate, and stay current on emerging tools, techniques, and technologies including cloud services.

Knowledge of supporting formal change management processes using an ITSM platform such as ServiceNow.

Pay Range:Pay Range $89,700.00 - $162,150.00
