The Impact You Will Have
You will be responsible for driving the pursuit of new business opportunities and the retention of current clients in the National, Large Group, Public Sector and Labor markets through the completion of complex requests for proposal (RFPs) from prospects and clients, brokers and consulting houses.

The leader also designs, implements and leads a detailed, disciplined process to gather competitive intelligence, determine proposal strategy, create proposal responses, review and document results, and present key insights on those results to senior leadership and the enterprise. Intelligence gathering includes obtaining and analyzing bids from competitors on previous RFPs, identifying the needs and wants of prospects, and assessing their satisfaction with their current health plan. Analysis includes identifying gaps in previous Blue Cross proposals where responses could be changed to the affirmative or improved.

Your Responsibilities

  • Directs the daily work of a team of professionals who prepare strategic responses to requests for proposals (RFPs), requests for information (RFIs), trend surveys and other content requests and analyses.
  • Gathers competitive intelligence on previous proposals, identifying areas of strength as well as challenges to succeeding in future proposals.
  • Assigns incoming RFPs to team members based on their knowledge, experience and bandwidth.
  • Creates strategy to win proposals, identifying client wants, needs and difficulties.
  • Leads the successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors
  • Increase and maintain utilization of AI-powered tools and automation to enhance efficiency, optimize proposal development, and streamline response processes while ensuring accuracy and compliance with industry standards, to improve response effectiveness and increase proposal success rates.
  • Leads the training of staff in best proposal practices and in obtaining and maintaining professional certification in the proposals and bids industry.
  • Writes national and key client executive summaries.
  • Reviews and analyzes data pertinent to proposal activities, creating reports and presenting insights to senior leadership.

Required Skills and Experience

  • 7+ years of related professional experience, with 1+ years of management, team lead, or project lead experience. All relevant experience including work, education, transferable skills, and military experience will be considered.
  • 3+ years of health care industry experience.
  • Highly advanced writing and editing skills, particularly in creating executive summaries for national accounts.
  • Excellent leadership, communication, prioritization, and organizational skills.
  • Demonstrated ability to leverage data to drive positive change.
  • Advanced interpersonal skills, the ability to adapt to various people and their working styles under tight deadlines, and the ability to build positive relationships with and influence a wide variety of internal and external stakeholders.
  • Creativity and resourcefulness with the ability to effectively identify promising business opportunities, plan their pursuit and improve proposal practices to achieve winning results.
  • Ability to work on and manage multiple concurrent projects with multiple stakeholders, including senior leadership.

Preferred Skills and Experience

  • Bachelor's degree.
  • Management experience
  • Certification from the Association of Proposal Management Professionals (APMP) and thorough knowledge of bid and proposal best practices.

Role Designation

Hybrid

Role designation definition: Teleworking is working full time remote. Hybrid is a combination of working onsite and remotely.  Onsite is full-time onsite.

Compensation and Benefits

$115,000.00 - $155,300.00 - $195,600.00 Annual

Pay is based on several factors which vary based on position, including skills, ability, and knowledge the selected individual is bringing to the specific job.
