Reporting to the Project Director, the Project Controls Manager will be responsible for activities in cost, schedule, and risk management functions on the project. This role requires an in-depth knowledge of the project planning, forecasting, and performance reporting.

The Project
The project includes the design, construction, operation and maintenance of the plant with first production in 2028. Works include marine works and tunnels, seawater intake system, a seawater reverse osmosis desalination plant, groundwater system, drinking water storage and pump system, supported by civil, electrical and bulk earthworks.

Key accountabilities for the position: 

  • Develop, maintain, and regularly update complex, cross-functional project schedules in collaboration with delivery teams, ensuring alignment with contractual obligations and project execution plans.
  • Coordinate with delivery teams to manage and optimise resource allocations, ensuring that schedules accurately reflect site resourcing and executed agreements, while utilising earned value metrics to evaluate project progress.
  • Establish and manage project budgets, including the development of the Cost Breakdown Structure (CBS), perform cost variance analysis, and prepare accurate forecasts and cash flow projections to support commercial and financial reporting.
  • Lead regular risk assessment sessions, perform qualitative and quantitative risk analysis, and maintain the LinkedOffice Risk and Opportunity Register to ensure proactive risk mitigation and accurate financial correlation.
  • Manage the end-to-end change control process through LinkedSite, LinkedOffice, and RIBCX, assessing potential project changes and ensuring timely identification and documentation to protect project outcomes.
  • Oversee contract and procurement activities through Procur-e, LinkedSite, and LinkedOffice, contributing to the development and management of procurement schedules and strategies to secure long-lead and critical path items.
  • Review and validate weekly and monthly project schedule and cost submissions to ensure compliance with project sequences, contract program commitments, and internal governance requirements.

Required Skills and Competencies

  • Project scheduling expertise (Primavera P6, MS Project).
  • Strong cost control, forecasting, and Earned Value Management (EVM) capability.
  • Risk and change management experience.
  • Contract administration and procurement support knowledge.
  • Proficiency with RIBCX, and Microsoft Excel.
  • Experience in large infrastructure or construction projects.
  • Familiarity with Procur-e and head contract administration.
  • Skills in quantitative risk analysis and financial modelling.
  • Experience with integrated project controls reporting.
