Procon Consulting, a fast-growing professional services firm in McLean, VA with expertise in construction management (CM), construction-related technology, space planning, and facilities management, seeks a Project Controls Engineer with a minimum of 1 year of experience in project controls for an on-site role in the DC metro area. The successful candidate will develop and maintain detailed construction planning schedules, RFI's, submittals, change orders, punch-lists, and other project support documents for new construction and renovation work in throughout the United States. Work includes integration of the government's vendor schedules with general contractor schedules, project management functions, and client advisory roles. The ideal candidate will possess the following skills and experience.
Qualifications & Skills
- Experience on occupied building renovations, Federal and MEP projects is preferred but not required.
- Excellent communication skills with field and office personnel.
- BA or BS degree in a construction, architecture, or engineering related field is preferred but not required. Education requirement waived for 10 years in the field construction administration experience.
- Requires OSHA 30 and USACE QCM Certification (can be obtained after hire).
- Experience with Microsoft Office and Industry Project software packages to include but not limited to latest versions of Microsoft Project, Primavera, AutoCADD, Revit, Prolog, E-builder, P6, etc.
- Experience with coordinating with architects and engineers to create design and construction documents. Experience with reviewing design document submittals, reviewing cost and schedule estimates, collecting, preparing, and reporting programmatic information.
- Ability to analyze all relevant project-related information and communicate project status and major issues in writing or verbally.
- Ability to read and interpret drawings and specifications, interpret contract terms and conditions, working knowledge of CPM scheduling, communication skills, intermediate computer skills and Leadership skills.
Responsibilities & Duties
- Assess, process and maintain records of all contract related correspondence in E-Builder platform. Draft recommended responses and actions for COR for project actions such as RFIs, submittals, change orders, punch-lists, etc. Analyze construction trends, monitor deliverables and provide overall administrative functions.
- Take part in weekly progress meetings.
- Reviews submittals for compliance with contract documents, manages submittal work flow and distribution. Keeps logs of all submittals and status.
- Responsible for up-keep of the job office construction documents, to assure the most relevant information is available for the Cap Stone Team.
- Maintains at the job site a current marked set of working drawing prints and specifications, indicating thereon all changes and deviations from original construction contract documents.
- Assists SCM updating the AOC Monthly Project Report.
- Performs labor standards interviews for compliance with Davis-Bacon Act.
- Responsible for upkeep of RFI Log weekly true-up with Contractor and A&E.
- Responsible for upkeep of Submittal Log, weekly true-up with Contractor and A&E.
- Distribute Submittal Log & RFI Log to project stakeholders.
- Assist Senior Construction Manager with maintaining the Action Items Log.
- Coordinate project close-out. Coordinate resolution of punch list items, processing of remaining or new change orders and all other work included in close out.
- Assist in preparation of change order packages for the review/approval/rejection and signature of the CO.
- Coordinate Price Reasonableness, RFIs, Proposal Requests, Government Estimates, analysis and negotiations of Cost Proposals, Justifications, and Supplemental Agreements.
- Change Management tracking.
- Processes and maintains paperwork, database for background checks, ID badges and AOC emails in accordance with AOC procedures. P6 evaluation support.
- Assist SCM in office engineering functions and assists in submittal/RFI comment management.
- Evaluates and quantitatively analyzes all submissions for their completeness and timeliness, and notifies the appropriate party/parties of any anomalies or of situations requiring resolution.
- Responsible for office engineer functions and assists in submittal review and comment and transmitting documents among team members.
- Monitors the project to identify delays or claims and source. Recommend solutions for recovery in claim avoidance.
