Program Overview:
KBR was selected to support the US Space Force/Air Force Research Laboratory’s ASTRO (Advanced Space Technology Research and Optimization) contract to provide mission equipment operations, maintenance, and upgrades to the USSF’s AMOS site in Maui, Hawaii. The AMOS site plays a vital role in national security by monitoring man-made objects in space and continuously developing next-generation capabilities to keep pace with the expanding space domain. This presents an incredible opportunity to push the boundaries of space and telescope technologies.
Position Overview:
KBR’s team in Maui, HI is seeking a highly motivated and dynamic project manager/scheduler to support mission operations for the United States Space Force at their AMOS Site. In this position, the project manager will support KBR and the Government to maintain high availability and mission readiness to support AMOS’s 24/7/365 mission requirements. The AMOS environment is dynamic, with a mix of routine operations, support for high-priority events, and maintenance/integration of specialized custom equipment. This position serves as the focal point for developing and deconflicting personnel, operations, maintenance, and development schedules for routine operations and customer support for specialized experiments for high-priority Government customers and stakeholders.
Duties include developing and maintaining an Integrated Master Schedule (IMS) for ASTRO activities. Assists Task Order leads with project planning and resource deconfliction for routine, long-term and short-term equipment development, tests and operations. This includes establishing baseline schedules and what-if scenarios based on Government and Project Lead inputs to minimize schedule delays and mission impacts due to unanticipated events. Regular communication and coordination with site personnel and their customers is essential for success. Works with ASTRO and Government leads to identify and forecast scheduling risks. This project manager is a disciplined self-starter with strong organizational, time management, comprehension, and communication skills.
Advises Government and Task Order Leads on resource contentions and single point failures. Knowledge of and able to independently perform the conventional aspects of project management. Assists the Program Manager with the coordination efforts and maintain effective working relationships with Government Customer Leadership and technical leads.
Key Responsibilities:
- Apply project management concepts and principles, including risk management, task planning, and developing resource loaded integrated master schedules in a dynamic environment with multiple tasks/resource contentions
- Analyzes resource contentions across ASTRO activities and assists KBR in mitigating schedule/mission risk
- Interface with Government customer and KBR staff to proactively identify and resolve resource contentions to meet performance and schedule goals
- Assist Task Order Leads in managing project resources to ensure production schedules are met, and system resources are utilized effectively.
- Responsible for developing and managing ASTRO’s IMS. Works with ASTRO and Government staff to develop resource-loaded schedules and identify schedule risks on projects including but not limited to systems, equipment availability, software, IT and other activities.
Minimum Qualifications:
- Bachelor’s degree in Engineering, Science or Technology from an accredited institution.
- 10+ years in technical program planning and implementation, and/or administration of government projects; minimum of five (5) years direct experience in developing resource loaded schedules.
- Proficient with Microsoft Excel, Word, PowerPoint, and Project.
- Experience with the creation of work breakdown structures, schedule development and schedule maintenance/forecasting, and risk management.
Desired Qualifications:
- Experience creating and working with resource-loaded Integrated Master Schedules
- Clearance: Must be clearable to the Secret level; active Secret desired
Compensation range:
$142,800-$214,200
The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.
Additional Compensation:
KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
Work Environment:
KBR supports work from home when compatible with meeting contract requirements. AMOS is a dynamic work environment, and this contract supports routine operations of and maintenance of mission equipment, as well as the need to respond to real-world events. To the extent possible, schedules are forecasted in advance, but upgrades, maintenance or significant tests require personnel to be present in the telescope facilities on Haleakala or Government’s Kihei office. Candidate must have effective verbal and written communication skills; must be able to adapt communication style to suit different audiences or facilitate group discussions; develop accurate written materials to communicate information clearly and concisely.
