Job Description

BryceTech is seeking a Program Manager to lead and drive the Department of Navy’s Small Business Innovation Research / Small Business Technology Transfer (SBIR/STTR) program.  This is your opportunity to play a pivotal role in advancing cutting-edge technologies that directly impact the Navy’s operations and enhance our national defense. You’ll be working with visionary small businesses, forging new paths for innovation, and bringing groundbreaking solutions from the lab to the battlefield.

The candidate will collaborate with Navy leadership to identify focus areas, develop key technology topics, and guide small businesses through the process—ensuring that critical technologies, products, and services get into the hands of the warfighter faster than ever before.   This is an opportunity to directly contribute to the next generation of military technologies.

Responsibilities include:

• Lead Program Execution: Oversee the entire acquisition lifecycle—from identifying opportunities and developing topics to guiding small businesses and transitioning innovations to the field, ensuring every step is executed flawlessly to meet Navy objectives.
• Drive Program Momentum: Manage the planning, execution, and delivery of program milestones with precision, ensuring technology solutions stay on track, on time, and on target.
• Collaborate with Leadership: Work side-by-side with top Navy leaders and government contractors to make sure program goals are aligned and risks are swiftly addressed.
• Shape the Future: Oversee the development of policies, procedures, and training initiatives, helping to create an environment where teams thrive and deliver exceptional results.

Qualifications

• Master’s degree in business management or related field
• 12 years of experience supporting DoD R&D acquisition
• At least 3 recent years supporting DoD or component Small Business Innovation Research / Small Business Technology Transfer (SBIR/STTR)
• Experience across all SBIR phases and provide acquisition planning consistent with statuary requirements.
• At least 3 years of supervisory experience
• Familiarity with SBIR/STTR program policies, statutes, and regulations
• Familiarity with DoD instruction 5000.02
• Excellent communication skills (written and verbal) to a wide range of audiences through multiple media
• Proven attention to detail and ability to deliver high quality, error free product
• Ability to lead in a dynamic environment.
• Strong understanding of project management methodologies, practices, budgeting and resource allocation and risk management.

OPTIONAL SKILLS

• Experience adapting to shifting priorities.
• Ability to resolve bottlenecks and conflicts.
• Experience working with multiple stakeholders and executives.
• Project or Program Management Professional (PMP) certification
