Job Description
BryceTech is currently looking for a Program Analyst III. The Program Analyst will provide comprehensive support to the IEW Services Program Officer who is responsible for the following groups: Architecture Services, Configuration Management, Cybersecurity, Science & Technology, Test & Evaluation, Lead System Engineer, Software Engineering (CI/CD Pipeline planning), and Training/Field Support. The key responsibilities include:
- Task and Document Management: Manage all actions within the task management and document staffing systems, ensuring efficient tracking and timely completion.
- Staff Operations: Independently manage, synchronize, and track multiple complex, cross-functional actions within the organization, ensuring alignment with deadlines, assignments, and objectives.
- Process Development: Assist in developing, documenting, and maintaining processes for managing taskers, staff actions, planning calendars, and other operational functions.
- Analyze, evaluate, and make recommendations to resolve/improve business processes related to data improvement such as task analysis, workflow measurement and trends.
- Program File Management: Collect, migrate, archive, and maintain electronic program files in appropriate SharePoint locations.
- Reporting: Compile and prepare the weekly Significant Activity Report (SAR) and Weekly Line and Staff Meeting slides based on inputs from IEW Services Team Leads. Additionally, project upcoming activities per each respective team to ensure forward planning and resource allocation.
- Planning Support: Facilitate planning efforts by preparing, reviewing, and updating technical briefing materials, documentation, program schedules, and by developing and implementing technical and programmatic plans to track progress.
- Risk Management: Assist in identifying, assessing, developing, and mitigating program risks.
- Meeting Coordination: Coordinate internal and external conferences, meetings, and reviews, including booking locations, scheduling speakers, and providing necessary materials such as agendas and presentations. Support these events both in person and via teleconference, video teleconference, and web conference. Develop meeting minutes and/or executive summaries as needed.
- Communication: Ensure effective communication of programmatic issues, concerns, and information across the organization.
- Tasker Management: Assist in the preparation, review, and submission of responses to formal taskers related to acquisition and program office operations, ensuring deadlines are met.
- Document Preparation: Prepare, review, and provide input on briefings, information papers, executive summaries, emails, white papers, memoranda, and agreements.
- Data Analytics: Design interactive dashboards and reports to clearly visual key metrics using tools like SQL and Power BI. Work closely with stake holders to understand data needs.
- Leadership Support: Participate in project meetings to update government leadership on issues, upcoming meetings, briefings, taskers, and projected activities per respective team.
- Strategic Planning: Coordinate with leadership to make decisions for operational activities and set and implement strategic plans and goals in line with JPEO-CBRND strategic guidance.
- Efficiency Evaluation: Evaluate the efficiency of operations and standard operating procedures (SOPs) to ensure organizational objectives are met, and apply improvements as needed.
- Policy Compliance: Ensure all command personnel are informed of and comply with DoD,
- Knowledge Management: Ensure adherence to JPEO-CBRND business and knowledge management practices, providing insight and recommendations to enhance efficiency and eliminate redundancy.
- Program Reviews: Execute internal program reviews to identify areas for developmental collaboration, cost-sharing, and acquisition streamlining.
- Operational Efficiency: Streamline tasking and administrative staffing processes to increase command personnel knowledge and improve day-to-day execution.
- Standard Operating Procedures (SOPs) Development: Lead the development of mission-critical SOPs and process workflows in coordination with the Operations Team and headquarters to implement change management within the organization.
- Cybersecurity Updates: Update presentation slides with the latest information on the status of cybersecurity activities, emphasizing program statuses, priorities, concerns, and projected activities.
- Financial Planning: Support the development of spend plans and O&O (Objectives and Outputs) development by gathering estimates, aligning requirements to the budget, and building O&O plans.
- CCaR Records Management: Create new fiscal year records, enter Suggested O&O plans, and maintain existing records as needed.
- Support Agreements: Manage the creation, assessment, input, and tracking of Support Agreements.
Qualifications
- Bachelors Degree
- Secret Clearance
- Minimum 7 Years relevant experience
- Possess experience in project/contract management, DoD acquisition, or another related subject of comparable complexity and responsibility.
- Possess working knowledge of, and be fully conversant with, the acquisition (programmatic, financial, contractual) processes and policies as outlined in the DoDI 5000.02 and other related documents, relating it to product development, production, and sustainment.
- Possess an ability to influence and shape acquisition streamlining.
- Possess the capability to lead projects or tasks which involve tracking risk and providing constant status or process oversight.
- Possess knowledge of DoD acquisition and life cycle management policies, procedures, and practices.
- Possess an ability to write, review, and staff high-level staff action papers, studies, policies, acquisition (programmatic, financial, acquisition) documents.
- Possess an ability to independently manage, synchronize, and track multiple, complex, and cross-functional actions
- Possess the ability to communicate effectively, both orally and in writing, among a variety of audiences.
- Possess comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, and Word.
