Computercraft is looking for a Product Owner to support our work for the National Center for Biotechnology Information (NCBI), part of the National Library of Medicine (NLM) at the National Institutes of Health (NIH).
The dbGap Product Owner will help develop and manage data-access-related products, tools, and protocols for the database of Genotypes and Phenotypes (dbGaP), a unique scientific resource of human health and genetic data at NCBI. Created to support NIH’s data-sharing policy, dbGaP is one of few bioscience resources that combine human genetic sequence data and phenotype data—information on the specific characteristics and medical conditions of human subjects. Researchers who receive grants from NIH—and others who wish to share their research findings—can submit detailed phenotype, genotype, sequence, and other study-related data to dbGaP in a secure manner. NCBI makes this valuable trove of data available for advanced biomedical research. Researchers seeking access to datasets of interest from dbGaP must undergo a rigorous approval process to ensure the highest scientific, privacy, and ethical standards. The dbGaP Product Owner has a unique opportunity to help shape the mechanisms by which these highly valuable data are used to further human health.

Job Responsibilities

  • Develop product vision, goals, and strategic roadmaps
  • Lead data gathering efforts through market research, data analysis, and user research to make balanced, objective decisions and provide clear guidance to delivery teams to create incremental value in an Agile environment
  • Synthesize the data gathered efforts into a logical organization of epics and user stories for the development team.
  • Collaborate with users and lead cross-functional teams to define and optimize user workflows to improve the user experience
  • Understand customer segments and identify targeted solutions to exceed their needs
  • Lead teams through a complete product lifecycle of discovery to delivery
  • Nurture partnerships with various stakeholders who wish to participate in the sharing of genomic data for research in cloud and conventional environments, using secure cross-agency protocols
  • Work with technical teams to identify alternatives and trade-offs between technically challenging, time-prohibitive, and user-desired solutions
  • Engage in industry outreach to promote the product
  • Working with senior stakeholders


Required Skills/Experience

  • Bachelor's degree
  • Experience managing Agile Scrum teams in a software development process
  • Experience managing large and cross-functional projects in a complex, policy-driven environment
  • Experience managing software development projects to update legacy software and new user workflows
  • Strong customer engagement, networking, and communication skills
  • Senior-level experience in Product Owner or Product Manager positions bringing public-facing web, data, or cloud products to market (e.g., developing vision, strategic plan, roadmap, requirements; applying user testing methodologies; prioritizing features based on value and effort)
  • Ability to incorporate and diplomatically resolve conflicting priorities from multiple user groups and technical stakeholders


Desired Skills/Experience

  • Experience working with dbGaP or other research databases at NIH or other organizations
  • Experience with data interoperability and sharing standards and policies, such as FHIR and, UMLS


The compensation for this position will be based on the experience of the successful candidate. The expected pay range for this position is $110,000 to $150,000.
